Since the start of the Lecheng Bridge project, Xiao Xie, who works in the Lecheng Pilot Zone, is looking forward to the early completion of the project. She lives in the urban area of Jiaji Town, Qionghai City, and the construction of the Lecheng Bridge has directly narrowed the distance between home and work.

After the completion of the bridge, it will not only open up the geographical barrier between The Jiaji District of Qionghai and the Lecheng Pilot Zone, but also mean that the integrated development of the industrial city of Qionghai and the Lecheng Pilot Zone will be further advanced.

Lecheng Pilot Zone plays an important role in the future development pattern of Qionghai. Qionghai adheres to the planning of Jiaji Town as the core, drives the main urban areas of Lecheng Pioneer District, Zhongyuan Town and Boao Town to form groups along the Wanquan River, takes the Lecheng international medical and health industry as the axis of Qionghai's modern industrial system, does a good job in consumption upgrading articles, and solves the problem of "having a city and no property" in Jiaji District.

In fact, the provincial government work report clearly proposes to accelerate the pace of integration of industry and city. The report of the 2022 Qionghai Municipal Party Congress and the government work report also clearly proposed to support the construction of the Lecheng Pilot Zone with the strength of the whole city.

The "city" must be upgraded, the "industry" must be developed, and the "integration" of the two can go hand in hand. Around this theme, members of the leadership team of the Qionghai Municipal Government and heads of relevant functional departments recently went to the Lecheng Pilot District for the second time to discuss, ask for needs, listen to suggestions, and respond and express their positions one by one on the issue of guaranteeing the needs of the elements in their respective areas of responsibility.

It is understood that in the preparation of this round of land spatial planning, Qionghai further optimized the development boundary of the Lecheng Pilot Zone, and the construction land within the boundary increased from the original 1082 hectares to 1495 hectares after optimization, and this batch of construction land is basically the land for the resettlement area on the north bank of the Pilot Zone, providing land element guarantee for the follow-up development and construction of the north bank of the Lecheng Pilot Zone.

Qionghai also combined with the national land spatial planning in the compilation, the ecological protection redline approved by the provincial party committee and the provincial government, the ecological protection redline access catalogue and the special water affairs plan to solve the problem of flood control facilities in the Lecheng Pilot Zone, provide guarantee for the landing of key projects in the Pilot Zone, and jointly promote the planning and adjustment of the land use of the riverside park and flood control embankment in the Lecheng section of the Wanquan River.

According to the relevant person in charge of the Qionghai Municipal Bureau of Assets and Regulations, at present, Qionghai has included the 2022 land use demand of lecheng pilot district in the implementation plan of the 2022 annual land acquisition plan, and plans to expropriate a land area of 2178 mu. This land will support the construction of the Hainan International Medical Center project, the medical transformation platform and road traffic of Shanghai Jiao Tong University School of Medicine, so that the Boao Lecheng Pilot Zone and Qionghai City will be more closely connected, and further add momentum to the integrated development of industry and city.

Qionghai will also accelerate the construction of long-term rental apartments, talent apartments, residential real estate projects and other housing projects to solve the housing problem after the gathering of talents; promote the landing of basic education projects in the park, provide high-quality basic education services for the permanent residents of the park, and give preferential support in terms of tax incentives and children's settlement and enrollment; around key areas, support the development of hotels, catering, leisure, shopping, entertainment and other formats, unify the park identification system, and rationally layout public service projects such as bus stops, public parking lots and public toilets. Promote the transformation of the Lecheng Pilot Zone from a single industrial park to a new city of medical industry.

While serving the Lecheng Pioneer Zone seriously, Qionghai will also actively undertake the spillover of Lecheng industry. Lecheng Pilot Zone and Qionghai jointly develop pharmaceutical and medical equipment, medical tourism, conferences and exhibitions, sports rehabilitation and other industries, promote the extension of the industrial chain to the urban area, build a functional diversification development model of the park, and with the help of the policies and institutions of the Lecheng Pilot Zone, guide domestic and foreign medical and health industry organizations to hold conferences and exhibition projects in Boao, and vigorously develop the health exhibition industry.

"Ruijin Hainan Hospital settled in Qionghai and served Qionghai, and its own development is inseparable from Qionghai." For example, the establishment of a monthly regular meeting system, the monthly appointment time to hold a docking meeting, the setting up of a linkage mechanism for investment promotion, etc., the two sides have problems to talk about problems, no problems to exchange ideas.
