Shen Honglie had an "anti-communist vanguard" under him, named Qin Qirong, who was a huangpu sixth-term student who successively served as the manager and officer of the Kuomintang Shandong Provincial Party Department, the director of the Organization Section, and the member and secretary of the provincial party department. Qin Qirong is an outright "anti-communist" element, and he has another identity, that is, the leader of the "Revival Society" in Shandong, the "Revival Society" is a society founded by Chiang Kai-shek independent of the party, government, and military system, and Chiang Kai-shek is the boss of this society, so the power of the members of the "Revival Society" is very large, not to mention that Qin Qirong is still the leader of the "Revival Society" in Shandong. Qin Qirong led his troops into Laiwu, and at that time, the 4th detachment of our Eighth Route Army was also active in laiwu, but Qin Qirong had the 4th detachment driven out of Laiwu City. Shen Honglie saw that Qin Qirong was a talent, so he appointed him as the security commander of the 12th Special District of Shandong Province and the director of the Construction Department of Shandong Province.
After that, Qin Qirong manipulated the Shandong diehards to create "anti-communist" friction, and his commander of the 5th Command, Wang Shangzhi, was also a well-known "anti-communist" element, Wang Shangzhi once led his troops into Taihe Town, which was originally the area under the jurisdiction of the 4th Detachment of the Shandong Column of the Eighth Route Army, but the 4th Detachment did not want to have friction with Wang Shangzhi's troops, so he took the initiative to withdraw from Taihe Town. However, the Eighth Route Army's move did not make Qin Qirong and Wang Shangzhi stop the flag, but made them more arrogant, and even more aggressively posed against the Eighth Route Army. Just at this time, Bao Hui, director of the Political Department of the 3rd Detachment of the Shandong Column of the Eighth Route Army, led 62 commanders and fighters to leave the front line and study at the Shandong Anti-Japanese Army Military and Political University of the Eighth Route Army in the rear. However, what people did not expect was that Bao Hui and others were attacked by Qin Qirong and Wang Shangzhi, and eventually Bao Hui and more than ten other cadres died heroically in this tragic case.
It is said that before Bao Hui set out, because he wanted to pass through Qin Qirong and Wang Shangzhi's territory, he had already informed Wang Shangzhi of the number of people and the number of guns, and even gave the course of action. Bao Hui said that they only went to the Rear Military and Political University to study, and had no other ideas, hoping that Wang Shangzhi would not misunderstand. After Wang Shangzhi received Bao Hui's call, he immediately agreed to let the Eighth Route Army borrow the road. However, Wang Shangzhi superficially agreed to borrow the road, but behind his back, he secretly consulted with Qin Qirong to set a trap in Taihe Town and wipe out Bao Hui and others. The Eighth Route Army was completely unaware of Qin Qirong and Wang Shangzhi's treacherous schemes. On March 30, 1939, Bao Hui led the soldiers of the Eighth Route Army to the outside of Taihe Town, and the battalion commander in charge of the escort at the time, Lü Yiting, found that the soldiers of Wang Shangzhi's troops were all loaded with live ammunition, and he instinctively felt that things were not simple, ordered the troops to stop advancing, and reflected the situation to Bao Hui. However, Bao Hui said that he had informed Wang Shangzhi that there should be no problems, so he ordered to continue moving forward. However, what people did not expect was that just as Bao Hui and his party passed by the west side of Taihe Town, they were suddenly attacked by Wang Shangzhi's troops.
Bao Hui was very angry, and he commanded his troops to resist bravely, but because of the lack of preparation in advance, and the enemy was outnumbered, the troops suffered heavy losses, and the battalion commander Lü Yiting was killed on the spot, and more than a hundred people were taken prisoner. At that time, Bao Hui and two other regiment-level cadres were taken prisoner, and in prison, Wang Shangzhi personally tortured Bao Hui, but Bao Hui did not submit to Wang Shangzhi from beginning to end, and was later brutally killed by Wang Shangzhi. This was the shocking "Taihe Massacre", in which three regimental-level generals were killed and more than a hundred Eighth Route Army soldiers were killed. After the "Taihe Massacre", Marshal Luo Ronghuan was very angry, and while he openly accused the Kuomintang of atrocities, he formulated a plan to counterattack Qin Qirong, and then sent two detachments of the Shandong column to attack the town of Taihe, annihilating Wang Shangzhi's guard brigade and avenging the dead eighth route army generals.
