As of November 30, 2021, the cumulative total transaction amount of The Guangdong Pharmaceutical Trading Center has exceeded 800 billion yuan, and the transaction scale has ranked first in the country. On December 14-15, the 2021 (7th) China Pharmaceutical Trade Annual Conference was held in Guangzhou. At the meeting, it was revealed that in the near future, Guangdong will publish the procurement documents of the provincial alliance for the collection of proprietary Chinese medicines and chemical drugs, which also means that proprietary Chinese medicines are included in the collection and procurement for the first time.
Guangdong pharmaceutical equipment collection results are eye-catching
The annual meeting was jointly guided by the Guangdong Provincial Medical Security Bureau and Guangdong Transaction Holding Group, and hosted by the Guangdong Provincial Drug Trading Center (hereinafter referred to as the "Provincial Drug Exchange Center").
According to the data released at the meeting, the Provincial Drug Exchange Center has been responsible for the construction and operation of the third-party drug electronic trading platform in Guangdong Province since 2013, and has successively realized the online trading of drugs, medical consumables, non-immune planning vaccines, and Traditional Chinese medicine tablets in the past eight years. As of November 30, 2021, the total cumulative transaction amount of the Provincial Drug Exchange Center exceeded 800 billion yuan, and the transaction scale ranked first in the country.
At present, Guangdong has implemented the reporting and network trading of 218 drugs collected in five batches of the state. Under the guidance of the Guangdong Provincial Medical Insurance Bureau, from 2020 to 2021, the Provincial Drug Exchange Center successfully organized 5 inter-provincial alliance group procurements, covering 3,052 pharmaceutical products in 5 categories, such as coronary balloons, intraocular lenses, ceflamyclosam drugs, etc., with an average decrease of 63%, and the province's annual procurement costs were saved by 3.57 billion yuan.
On November 24, 2021, the first batch of Guangdong 13 provinces alliance amoxicillin and other 45 countries to collect expired drug groups with volume procurement work was successfully implemented, on the basis of the national collection price reduction, an average reduction of 27.5%, the highest drop of 50%, the price reduction of the selected products has achieved remarkable results, the collection results have expanded to more than 600 million people in the entire alliance area, according to the annual demand of the alliance area, it is expected to save more than 800 million yuan in procurement costs in the first year.
The collection of medical consumables has been accelerated
"Today's collection of drugs is the tomorrow of medical consumables collection." Yu Feng, general manager of Guangdong Pharmaceutical Exchange Center, introduced at the meeting that with the promotion of the unified coding of medical consumables across the country, the collection and procurement of medical consumables will be further accelerated.
In June 2021, the National Medical Insurance Bureau and eight other departments jointly issued the "Guiding Opinions on the Centralized Procurement and Use of High-value Medical Consumables Organized by the State" and other policy guidance documents, which clearly included high-value medical consumables with large clinical consumption, higher procurement amount, more mature clinical use, full market competition, and higher homogenization level into the key procurement objects. In the first batch of high-value medical consumables national mining work, Guangdong Province participated in the national coronary stent collection price reduction of more than 90%.
Yu Feng introduced that as of October 31, 2021, the number of tradable products for medical consumables on the Guangdong provincial platform has reached 1.68 million. The annual turnover of medical consumables has increased year by year, from 1.4 billion yuan in 2016 to 60.2 billion yuan (contract amount) in 2021, and the cumulative transaction volume in the past five years has reached 237.2 billion yuan. Among the proportion of medical consumables transactions in various regions of Guangdong Province, Guangzhou, Zhuhai and Foshan ranked among the top three transactions, with 17.9%, 10.2% and 10.1% respectively, in addition, the transaction scale of Foshan, Zhuhai and Jieyang doubled.
It is reported that in June 2020, the Provincial Pharmaceutical Exchange Center continued to explore a new model of medical consumables procurement based on the Zhuhai procurement model, and established the Guangdong Provincial Medical Consumables Alliance Procurement Area. Up to now, 1407 medical institutions in 19 prefectures and cities have successively joined the alliance procurement area to purchase medical consumables, with a product transaction amount of more than 3.6 billion yuan, an average drop of 28% in products, and saving 878 million yuan in financial funds.
The "super group purchase" nucleic acid test will be reduced again
It is worth mentioning that in order to reduce the cost of nucleic acid testing, the Provincial Drug Exchange Center organized and implemented 3 rounds of new coronavirus nucleic acid detection reagents and supporting consumables alliance procurement through the formation of a "super group purchase" model in 2020-2021. Among them, the average number of selected products purchased with nucleic acid detection reagents dropped by 81%, and the average price per person dropped from 83 yuan to 18 yuan, and then dropped to 8.41 yuan in April this year, with a minimum of 5.38 yuan. The average reduction in the sampling tubes used in the new crown nucleic acid testing supporting the new crown reached 79%, and the average price per person decreased from 28.5 yuan to 6.1 yuan.
It is based on these efforts that the price of nucleic acid testing in Guangdong Province has dropped from the initial 200 yuan to an average of 58 yuan for single-sample testing and 12 yuan for mixed sample testing, and was lowered again on December 15, 2021. At present, the total cost of testing has been reduced from the average price of 58 yuan per person to an average price of 33.2 yuan, and the maximum is not more than 40 yuan; the price of mixed testing for 5 samples and 10 samples has been uniformly reduced from 12 yuan per person to 8 yuan. As of November 15, 2021, Guangdong has saved a total of 15.86 billion yuan in nucleic acid testing procurement costs through collective procurement since the epidemic. At present, under the guidance and support of the Provincial Medical Insurance Bureau, the results of the selection of new crown nucleic acid detection reagents and consumables purchased by the 11 provincial alliances have been successfully radiated to 19 provinces and regions (including Tibet and Xinjiang), so that the results of the Guangdong Alliance's procurement will benefit the border areas for the elderly and young.
It is worth noting that it was revealed at the meeting that the Provincial Drug Exchange Center will also publish the interprovincial alliance collection of proprietary Chinese medicines and chemical drug procurement documents in the near future, and for the first time include proprietary Chinese medicines in the scope of collection, so as to achieve full coverage of drug procurement entities and varieties, and make new explorations for drug bidding and procurement.
