On January 19, the Guangdong Provincial Drug Trading Center issued the notice of "Guangdong Alliance Diclofenac and Other Drugs Centralized Procurement Documents", and the alliance areas participating in the drug collection and reporting include Guangdong, Shanxi, Jiangxi, Henan, Guangxi, Hainan, Guizhou, Qinghai, Ningxia, Xinjiang and Xinjiang Production and Construction Corps, and purchase 276 drugs with large amounts and high purchase amounts in the national basic medical insurance drug catalog.
Compared with the previous opinion draft, the number of 153 drugs increased to 276, of which 5 were blood products and 58 were exclusive varieties. On September 30, 2021, the "Guangdong Alliance Diclofenac and Other 153 Drug Groups with Quantity Procurement Documents (Draft for Comment)" pointed out that 153 varieties will be collected, including 3 blood products, 4 basic infusions and 146 other drugs, of which 50 are exclusive varieties (after grouping).
For the first time, blood products and basic infusions were included in this collection, breaking the original practice that blood products were difficult to enter the collection. However, compared with the previous opinion draft, the range of varieties collected this time has changed. Previously, the "Guangdong Alliance Diclofenac and Other 153 Drug Groups with Quantity Procurement Documents (Draft for Comment)" pointed out that the corresponding dosage forms of generic drugs (as of August 12, 2021) that passed the consistency evaluation (including deemed passing) were not included. In this official draft, it is pointed out that the drugs outside the national medical insurance list, the dosage forms or specifications of the national medical insurance catalogue that have been collected by the state and have not expired, the drugs negotiated by the national medical insurance, the drugs under special management by the state, and the generic drugs (as of November 4, 2021) that have passed the consistency evaluation (including deemed to be passed, the same below) are not included in the scope of this collection.
The main body of procurement participating in this time is all public medical institutions (including military medical institutions) in the alliance area, and medical insurance designated social medical institutions and designated pharmacies can voluntarily participate. The total population coverage of the 11 provinces participating in this collection is about 440 million, accounting for 31% of the national population, of which Guangdong and Henan provinces cover more than 200 million people.
The 276 drugs are divided into two parts, the first part is blood products, including intravenous human immunoglobulin (pH4) and other varieties; the second part is other drugs, divided into three categories: the first is glucose/sodium chloride/glucose sodium chloride injection (basic infusion and 25%/50% glucose bulk injection, glucose small volume injection, sodium chloride small volume injection), the second group is non-exclusive drugs, and the third group is exclusive drugs.
In addition to blood products, other drugs also distinguish in detail from A/B purchase orders. A purchase order is generally calculated for each enterprise to actually register all the product specifications corresponding to the proportion of the total amount of pre-procurement in the first year of each province filled in by public medical institutions in each province, and the cumulative total of 80% of the total pre-procurement in each province from high to low according to its proportion in each province; B purchase order is generally for other enterprises.
The purchase list of blood products is divided into 5 groups, namely: intravenous human immunoglobulin, human hemoalbumin, human coagulation factor VIII., human fibrinogen, and human immunoglobulin (collectively referred to as blood products). Other medicines are divided into three categories: glucose/sodium chloride/glucose sodium chloride injections, non-exclusive drugs and exclusive drugs.
The procurement documents require that the enterprise quote the minimum unit of measurement of the declared product specification (referring to a single piece/ single grain / single bag / single stick, etc.) as the declaration price. The reporting enterprise shall reasonably declare the cascade price in accordance with the principle of linking volume and price. At the same time, there are also clear provisions on the lowest price, which refers to the provincial hanging net price or provincial winning bid price of each province as of December 1, 2021.
