Why did Zhao Bingjun say that he contributed more than Duan Qirui? In fact, the most crucial thing is his key proposal to retake a municipality directly under the central government, Tianjin.
Tianjin, one of the gateways to Beijing, was forcibly occupied by the Eight-Power Coalition during the Period of the Eight-Power Alliance, and it was stipulated that No Chinese troops could be stationed within 20 miles of Tianjin. This made Yuan Shikai, who was serving as the governor of zhili at that time, feel worried, because he was the governor of zhili, if there was no Tianjin, then there was no way to control zhili, and if Tianjin was full of foreign soldiers and no Chinese power, it would be a problem for even Empress Dowager Cixi to return to Kyoto.
At that time, Zhao Bingjun was an important aide of Yuan Shikai, and he proposed a method, he asked Yuan Shikai to set up a general police bureau in Baoding in accordance with the methods of the West and Japan, instructed Zhao Bingjun to handle police schools, train patrol police, select 3,000 capable soldiers from his army, reorganize them into patrol police, train in Baoding, and take the lead in implementing police administration in Baoding. After Tianjin was taken back in 1902, the 3,000-strong patrol force, 1,500 people stationed in Tianjin, 1,500 people stationed in Tanggu, Xigu, shanhaiguan. Yuan Shikai established a strict patrol police network in Tianjin, set up the Southern Section Patrol Police General Bureau in Tianjin city, and appointed Cao Jiaxiang as the general office, which was succeeded by Zhao Bingjun in April 1903. The General Administration is divided into five bureaus by region, and each bureau is divided into four districts, which are managed in layers. In October 1902, the General Bureau of Patrol Police of the Northern Section was established, and Duan Zhigui was appointed as the general office, under which there were five sub-bureaus of Tanggu, Xigu, Shanhaiguan and Qinhuangdao. In 1904, the Tianjin Sixiang Patrol Police General Bureau was established, with 8 bureaus and 15 districts, each bureau with about 10,000 households, about 3,000 households in each district, one patrol police for every 50 households in rich areas, and one patrol police for every 100 households in poor areas. The patrol police system has penetrated deep into the vast urban and rural areas of Tianjin.
In this way, Zhao Bingjun took over Tianjin from foreigners, and because the police were not military foreigners, they were helpless and half dead. The success of the police administration in Baoding and Tianjin prompted Yuan Shikai to extend the patrol system to the whole province, and all prefectures and counties handled it. Before Yuan Shikai was transferred from the governor of Zhili in 1907, the patrol police system was established in zhili province. The Patrol Police Department directly under the supervision department reported this situation to Yuan Shikai, and made a detailed inspection of the handling of patrol police in various prefectures and counties in the province, and asked for awards for areas with relatively good handling. The Tianjin Patrol Police relies on rigorous examinations and police performance to promote officers. The general office of the Southern Section Patrol Police General Bureau, zhao Bingjun, carefully added the examination in order to increase the monthly salary, and the content of the examination included: in case of emergency, how to skillfully measure it. When you are about to take the exam, ask a question in person and answer it immediately. Therefore, Zhao Bingjun is also known as one of the originators of China's police system.
But helplessly, after the doer Zhao Bingjun became the prime minister in the early days of the Republic of China, he was involved in the famous assassination case of Song Jiaoren, when Yuan Shikai threw the pot to him, because he was the candidate for the premier of the war with Song Jiaoren, and he was a direct stakeholder, Zhao Bingjun died of illness in helplessness, of course, he may also have been killed by Yuan, it can be said that it is a pity that an outstanding talent who established a police system was really a pity.
