In 1878, at the age of 20, when He did not succeed in Kao Xiucai, he joined zuo zongtang's Chu army and accompanied the army to put down the rebellion of Agubai in Xinjiang, fighting bravely, mastering equestrian skills, and repeatedly building miracles. When Ili was recaptured, he participated in the Sino-Russian border survey negotiations.

In view of his outstanding performance in quelling the chaos in Xinjiang, in 1889, he donated the canonical history and distributed it to Xinle County, Zhili Province.

He is the founder of China's modern police system.

Within three months, he purchased foreign police system books translated by the Shanghai Bookstore, and together with Yuan Shikai's Japanese police adviser Miura Kizo, jointly drafted the police charter, created a police school, selected 500 patrol officers, distributed them in and around Baoding City, maintained law and order, and achieved remarkable results.

In August 1902, he was transferred to the General Office of the Tianjin Southern Section Patrol Police Bureau, with Jiro Ito as the deputy and Shunzo Harada as an adviser.

He established China's first modern police system in Tianjin, founding the Tianjin Detective Team and the Tianjin Police Academy.

In 1903, he merged the two patrol police schools in Tianjin and Baoding and renamed them the Beiyang Patrol Police Academy, and set up patrol police training centers in various counties.

After Yuan Shikai became the minister of military aircraft of the Qing government, he established the Patrol Police Department in Beijing and was promoted to the official position of Right Attendant, and after the Qing government reformed the official system, the Patrol Police Department was changed to the Ministry of Civil Affairs, and the Ministry of Works, the Ministry of Rites, the Taichang Temple, and the Hongxu Temple were included.

After the Xinhai Revolution, the north and south negotiated peace, and Yuan Shikai wanted to force the Qing court to abdicate, so he sent him to force Empress Longyu and Emperor Puyi to abdicate.

Yuan Shikai left him the position of the government's first minister of internal affairs.

On June 27, 1912, after the resignation of the first prime minister, Tang Shaoyi, Lu Zhengxiang succeeded him as prime minister. Tang Shaoyi resigned, and in his cabinet, Cai Yuanpei, chief of education, Wang Pethui, chief of justice, Song Jiaoren, director of agriculture and forestry, Wang Zhengting, acting director of industry and commerce, and Chen Jintao, chief of finance, jointly resigned.

On 14 July, he acted as Treasurer General.

With the resignation of the second Prime Minister, Lu Zhengxiang, he acted as Prime Minister.

He is equivalent to Yuan Shikai's lackeys and firefighters. Although Tang Shaoyi was a close confidant of Yuan Shikai, he had studied overseas, and under the influence of democratic ideas, he could not get along with the dictator Yuan President, and Lu Zhengxiang had no party or faction and temporarily replaced him. He is Yuan Shikai's royal tool.

On March 20, 1913, Song Jiaoren, who had lobbied everywhere, was assassinated at the Shanghai Railway Station for a majority in the parliamentary election for the Kuomintang, which had just been reorganized for less than half a year, and died in the hospital two days later, at the age of 31.

The assassination of Song Jiaoren was a major and important case that caused a sensation throughout the country in the early years of the Republic of China. After the police received relevant evidence, they quickly found out that he and Yuan Shikai were related.

Liang Shiyi, secretary general of the Presidential Office, suggested that Yuan Shikai first remove him from his post and have Army Chief Duan Qirui temporarily act as prime minister.

His concurrent Chief of the Interior was also represented by The Chief Of the Interior, Yan Dunyuan.

When he learned of Song Jiaoren's assassination, he was immediately shocked.

When Song Jiaoren was assassinated, the police quickly caught the murderer Wu Wuying and the informant Ying Guixin, and found out the correspondence with Hong Shuzu, the secretary of the Ministry of Internal Affairs, and his correspondence.

Ying Guixin escaped from prison to Beijing and was killed. The murderer, Wu Shiying, was poisoned and killed in prison.

On December 16, 1913, he succeeded Feng Guozhang as the Governor-General of the Army.

Two months later, in the early morning of February 27, 1914, he was found poisoned and assassinated at the Tianjin Governor's Office at the age of 55.

He is Zhao Bingjun. Zhao is the first surname among the hundred family names, the name is Bingguo Zhijun, and the vernacular is the first person at the feet of the Heavenly Son.
