It is understood that the "Implementation Plan" has formulated 215 work measures in 23 aspects from the five dimensions of focusing on market opening, focusing on work experience, focusing on project construction, focusing on regulatory efficiency, and focusing on rule of law protection, based on taking the lead in breakthroughs, and proposing a number of reforms and innovations.

The "Implementation Plan" also proposes that Chengdu will focus on the whole life cycle of services, further break down administrative obstacles to enterprise migration, and smooth the channels for enterprises to move freely; promote the mutual recognition and mutual use of electronic business licenses of market entities across industries and fields, build a unified electronic seal system for service enterprises, and issue electronic seals to enterprises free of charge; and accelerate the innovation of new scientific and technological financial products such as "talent loans", "achievement loans" and "research and development loans".
