After repeated failed coordination, he complained to the Cangzhou Municipal Market Supervision Bureau. After mediation by the staff, the 4S shop finally agreed to return the car and will pay Mr. Zhang 140,000 yuan.

On October 22, 2019, Mr. Zhang purchased a car at a car 4S store in Cangzhou, registered in the name of his wife and brother, and the purchase price was 154,900 yuan. On November 10, 2020, Mr. Zhang transferred the vehicle to Shijiazhuang and registered it in his son's name. In May this year, vehicles frequently had steering wheel button failures. In June, Mr. Zhang drove to a local car 4S shop of the same brand in Shijiazhuang. The 4S shop and the car manufacturer have carried out several repairs, and the fault problem has not been solved.

In October, Mr. Zhang asked to return the car, and the manufacturer agreed. However, after learning of Mr. Zhang's vehicle transfer record, the manufacturer said that according to the company's regulations, the vehicle with the transfer record can only be recycled according to the second-hand car. Mr. Zhang communicated with the manufacturer and a car 4S shop in Cangzhou many times, but failed to solve the problem. Subsequently, Mr. Zhang complained to the Cangzhou Municipal Market Supervision Bureau.

The Quality Development Department of Cangzhou Market Supervision Bureau contacted Mr. Zhang and a 4S store in Cangzhou to verify the situation. After investigation, Mr. Zhang's vehicle was repaired 8 times due to the failure of the steering wheel button, which met the requirements for returning the car in the "Three Guarantees Regulations".

"The three-guarantee voucher should be transferred with the car, and the responsibility of the three-guarantee should not be changed due to the transfer of ownership of the car." Zhang Liang, market inspector of Cangzhou Municipal Market Supervision Bureau, said that they have communicated and coordinated with manufacturers and a car 4S store in Cangzhou for many times. In the end, the 4S shop agreed to return the car, and according to the relevant regulations, it will pay Mr. Zhang 140,000 yuan.
