Online supervision: Digital intelligence enables real-time supervision
With the escalation of epidemic prevention and control, many places in Zhejiang have suspended the sale of four major types of drugs such as antipyretic and cough, and symptomatic citizens need to go to the hospital as soon as possible. However, there are always retail pharmacies who are lucky and fail to tighten the "safety string" of epidemic prevention and control, and the traditional on-site random inspection supervision model is inefficient, how should it be efficiently supervised?
As of the 12th, relying on the self-developed "Zhouyao Wisdom Management" (a drug precision intelligent control management that combines the emergency response and normalization of the new crown epidemic), Zhejiang Zhoushan has accurately investigated and punished 4 retail pharmacies suspected of illegally selling antipyretic drugs, and one of them has been handed over to the public security organs for investigation due to the seriousness of the circumstances.
According to the relevant person in charge of the Zhoushan Municipal Market Supervision Bureau, the "Zhoushan Pharmaceutical Wisdom Management" system opens up the data information of the pharmaceutical enterprise end and the supervision end of Zhoushan City by building a data platform, and establishes an information system that classifies, integrates, summarizes and analyzes the data of the drug production and operation enterprises on the basis of the production, purchase and sale data of the aggregated pharmaceutical production and operation enterprises, and assists scientific decision-making, efficient implementation and risk early warning by means of data, so as to achieve dynamic real-time supervision of drug safety.
Relying on the "Zhouyao Wisdom Management", the Zhoushan Municipal Market Supervision Bureau has shifted some of the offline supervision of pharmaceutical production and operation enterprises to online supervision, and through the summary and analysis of data such as enterprise production, invoicing and sales, electronic prescription platform and practicing pharmacist face review terminal, dynamic supervision of daily operations, prescription drug sales, and practicing pharmacists on the job can not only conduct targeted monitoring of epidemic prevention drug inventory, but also targeted monitoring of controlled four types of drug sales, and quickly and accurately locate problem pharmacies.
In Zhejiang, digital wisdom supervision has penetrated into all aspects of market supervision, and the daily monitoring information reporting and abnormal situation feedback of retail pharmacies on the "retail pharmacy epidemic prevention and control monitoring and vigilance system" have made more than 20,000 retail pharmacies in Zhejiang Province weave into a "sentinel network" with full coverage and full monitoring of epidemic prevention and control.
Chen Kui, deputy director of the Zhejiang Provincial Food and Drug Administration, said that since the beginning of this year, the epidemic prevention and control monitoring and vigilance system has monitored more than 45.47 million drug purchases. For the abnormal personnel found, they are reported to the local streets (communities) and relevant departments in accordance with the regulations for timely disposal, and the monitoring role of the "sentinel point" of retail pharmacies is further stimulated.
Chen Kui said that the market supervision department of Zhejiang Province strengthened the epidemic prevention guidance of retail pharmacies, established an information sharing mechanism between retail pharmacies and local leading groups for epidemic prevention and control work, and timely pushed monitoring and early warning information, not letting go of any doubts, and ensuring that the epidemic risk was eliminated in the bud at the first time.
Offline inspection: to achieve the disposal of a batch of deterrent pieces
Chen Kui introduced that in order to strengthen the monitoring of retail pharmacies and keep an eye on the "small door" of retail pharmacies, the market supervision department of Zhejiang Province has included the implementation of the monitoring system in the daily supervision plan of retail pharmacies, and carried out "carpet supervision + experiential inspection" for retail pharmacies in Zhejiang Province, and since this year, Zhejiang Province has dispatched 177,200 inspectors and inspected more than 100,000 pharmacies.

Since December 11, Jinhua has suspended the sale of four major categories of drugs, including antipyretic, cough, anti-viral, and anti-bacterial. But at 11:32 on December 11, law enforcement officers from the Jinhua Market Supervision Bureau found during the inspection that a pharmacy in Jinhua was still selling four types of drugs. Law enforcement officials immediately informed the store staff that they needed to immediately remove the four types of drugs from the shelves and actively register those with suspicious symptoms.
At 11:45 a.m. on the same day, law enforcement officers conducted a "look back" inspection of the store and found that the store was still selling drugs that were prohibited from sale. Law enforcement officers then guided drug buyers to go to a nearby hospital after returning the drug and refunding the drug, seriously criticizing the pharmacy and imposing a penalty of suspension for three days for rectification.
The reporter learned that since November 1, the Jinhua City Market Supervision Department has dispatched a total of 17,983 law enforcement personnel, inspected 11,872 retail pharmacies, and found 325 problematic enterprises, all of which took corresponding measures to rectify them. From December 11 to 12, the Jinhua Municipal Market Supervision Department once again carried out a "carpet" inspection of retail pharmacies, with an inspection coverage rate of 100%, and imposed penalties on 38 retail pharmacies that were not in place to implement epidemic prevention and control measures.
Chen Kui said that for some retail pharmacies with weak awareness of epidemic prevention and control, the implementation of the main responsibility is not in place, and the registration and reporting system is not strictly implemented, the local market supervision departments will take disposal measures such as interviews, order corrections, suspension of business rectification, and credit downgrade in accordance with laws and regulations to achieve the effect of "disposing of a batch and deterring one".
