It is reported that the book was compiled under the guidance of the Shanghai Municipal Bureau of Culture and Tourism (Shanghai Municipal Bureau of Cultural Heritage) and organized and compiled by the "Shanghai Cultural Relics Protection Engineering Industry Association", the first social organization in the field to be established in the country, and the preparation lasted for two years. The Blue Book aims to interpret the development background, analyze the current situation of development, and look forward to the future of the industry.

Historical and cultural heritage is the soul of the city and an important embodiment of the core competitiveness of the city. Looking back on the development process of the protection of immovable cultural relics in Shanghai, in 1959, Shanghai announced the first batch of municipal cultural relics protection units; in 1986, it was announced as the second batch of national historical and cultural cities; in 1988, a census of modern representative buildings was carried out; in 1989, a number of cultural relics protection units mainly based on modern representative buildings were announced; local protection legislation was taken the lead; the protection objects and management systems combined with "urban villages" and "dots and lines" were established; in accordance with the principle of "guaranteeing as much as possible", Identify immovable cultural relics and excellent historical buildings at all levels, demarcate historical and cultural landscape areas... In recent years, Shanghai's cultural relics protection cause vigorous development, the basic work has been consolidated, the level of protection technology has been improved, the mode of activation and utilization has been expanded, the protection objects have increased year by year, as of the end of 2019 statistics, Shanghai has a total of 3437 immovable cultural relics, 40 of its Chinese protection units, 227 municipal cultural relics protection units, 423 district-level cultural relics protection units, and 2747 district cultural relics protection points, showing a reasonable "pyramid-type" structure. Based on the industry survey data from 2019 to 2020, combined with the development characteristics of Shanghai, the Blue Book focuses on interpreting the big data of Shanghai's cultural heritage resources through the analysis of the macro development background and the review of the development process of Shanghai's cultural relics protection management work; for the first time, it announced the key big data of the development status of the Survey, Design, Construction, Supervision and other fields of Shanghai's cultural relics protection engineering industry, respectively, from the qualifications and technical strength, business conditions, and important project reviews, and also collected and put forward common and special suggestions of concern to all parties. It also includes the outstanding cases of cultural relics protection projects in Shanghai in 2020.

The Blue Book is divided into four chapters and 16 subsections, aiming to interpret the development background, analyze the development status quo, and look forward to the future of the industry.
On the one hand, from the macro socio-economic situation to the industry development environment, as well as the important policies that affect the development trend of the industry in recent years, the Blue Book systematically sorts out the external influence and its own internal driving force that affects the development of the industry. On the other hand, for the first time, the key big data of the development status of the Shanghai cultural relics protection engineering industry in the fields of survey, design, construction, supervision and other fields was announced, and data statistics and analysis were carried out from the aspects of qualification and technical strength, business status, overall situation of the industry, employment content, technical strength, business status, personnel structure, etc. The data came from the questionnaire survey of the industry unit, which had the extensiveness of the sample and the objective authenticity of the data.
