On the morning of the 7th, the press conference on the construction of the China (Zhejiang) Pilot Free Trade Zone (the seventh session) was held in Hangzhou. What new achievements have been made in the expansion of the Zhejiang Pilot Free Trade Zone for more than a year? What is the current progress of the overall construction? What is the next stage of development? At the meeting, Zhang Qianjiang, deputy director of the Zhejiang Provincial Free Trade Office and deputy director of the Provincial Department of Commerce, introduced that in the first three quarters of this year, the pilot free trade zone accounted for less than 1/400 of the province's area, contributing 8% of the province's newly registered enterprises, 8% of taxes, 19% of the import and export volume, and 12% of the actual foreign investment; and the linkage innovation zone that achieved the coverage of the province in June this year contributed 27% of the province's fiscal revenue, 28% of the import and export volume, and 36% of the actual foreign capital with an area of 1% of the province.

Behind the gorgeous data is the "long" branches and leaves in the construction of the pilot free trade zone, and the fruitful fruits that "bear" out. At the scene, Zhang Qianjiang introduced the seventh batch of "ten achievements" of the construction of the pilot free trade zone, mainly including: the first launch of the Yiwu-Ningbo Zhoushan Port "Sixth Port Area" sea-rail intermodal special train, which can save 2 to 3 days for the customs clearance and export of Goods in Yiwu; Zhejiang issued the "Service Specification for Foreign Trade Comprehensive Service Enterprises" Provincial local standards, filling the standard gap in this field, and providing "Zhejiang experience" for accelerating the development of new formats and models of foreign trade. Mason Group's international energy trade headquarters and Bulk Easy Line's digital service platform for commodity international trade based on blockchain technology settled in Ningbo Area, effectively helping the construction of a new international energy trade center; Zhoushan Port's bonded marine fuel oil refueling volume reached 4.72 million tons in 2020, ranking the sixth largest bunkering port in the world and becoming the first bunkering port in Northeast Asia; the pre-sale trading model of Zhejiang International Oil and Gas Trading Center was launched, in which enterprises can sell future production capacity 7 days to 3 months in advance During the "Double 11" period, Ningbo's cross-border e-commerce retail imports achieved five consecutive championships in the country, becoming the first city in the country to break through 100 billion in cross-border e-commerce retail imports; Hangzhou Area and Linkage Innovation Zone signed a contract to land 7 major biomedical projects with a total investment of more than 10 billion yuan, further consolidating the biomedical industry foundation in Hangzhou Area; several achievements in trade facilitation in the area; and several achievements in coordinated linkage development.

To accelerate the promotion of digital reform, Zhejiang is making every effort to build a digital China demonstration zone and a global digital transformation highland. Zhang Qianjiang said that new progress and new results have been made in thoroughly implementing the decision-making and deployment of the provincial party committee and the provincial government, and promoting the construction of the "three free trade zones" of digital empowerment.

In terms of the digital free trade zone, it has successively promoted the national digital service export base, the Zhejiang digital culture international cooperation zone, and the pilot of the local and foreign currency integrated bank settlement account system, promoted the landing of a number of multi-cross-scenario applications, and consolidated the platform, system and project foundation. Among them, the recently released free trade zone overseas warehouse service online, which was promoted by the Ministry of Commerce to the whole country, has served more than 50,000 foreign trade enterprises. In the first three quarters, the city where the pilot free trade zone is located achieved a digital service trade volume of 141 billion yuan, accounting for 96.8% of the province.

In terms of the oil and gas free trade zone, we upgraded and built the digital dispatching platform version 2.0 of bonded oil refueling, accelerated the research and development and construction of a bonded commodity registration system, and opened up the blockage pain points in oil and gas storage, trading and other links. At the same time, Zhoushan Area linked Ningbo, Hangzhou and other areas to innovatively held the fourth oil merchants conference, and jointly released the "China Zhoushan Low-sulfur Fuel Oil Bonded Ship Supply Price" in the previous period, helping the pilot free trade zone to achieve a marine fuel supply of 3.835 million tons in the first three quarters, and the oil and gas trade volume exceeded 800 billion yuan.

In terms of the hub free trade zone, the integrated launch of international containers "one thing", the launch of "Yixinou Digital Service Online", the upgrade of the Jianghai intermodal transport data center, and effectively alleviate the problem of "one box is difficult to find" in the international shipping field. In the first three quarters, the container throughput growth rate of Ningbo Zhoushan Port was higher than that of Shanghai Port and Singapore Port, and the "Yixinou" train accumulated 1502 trains, with a growth rate of 38.6 percentage points higher than that of the whole country, which played an important role in ensuring the smooth flow of domestic and international goods.

In the future, the Zhejiang Pilot Free Trade Zone will continue to give full play to the advantages of digital trade and make every effort to build a "Zhejiang model" for the national digital free trade zone. Zhang Qianjiang believes that the "Several Opinions of the Zhejiang Provincial Committee of the Communist Party of China and the People's Government of Zhejiang Province on Vigorously Developing Digital Trade" officially issued on November 16 is of great leading significance for Zhejiang Province to build a high-level digital free trade zone and a global digital trade center. It is understood that the document puts forward the "four areas" construction goal of digital industry agglomeration area, digital financial innovation zone, digital logistics pilot zone and digital supervision benchmarking area, and by 2025, zhejiang province's digital trade will account for more than 2.5% of the global proportion, and initially build a global digital trade center. At the meeting, Zhang Qianjiang also revealed that as a result of the construction of the expansion area, the first global digital trade expo will be held from March 24 to 27 next year, when it will strive to launch an international digital trading platform and establish the Hangzhou International Digital Exchange.
