Beijing, 8 Feb (Xinhua) -- According to the news of the Chinese government network on the 8th, in order to give play to the positive role of cross-border e-commerce in helping the transformation and upgrading of traditional industries and promoting the digital development of industries, the State Council recently approved the approval of Ordos City, Yangzhou City, Zhenjiang City, Taizhou City, Jinhua City, Zhoushan City, Ma'anshan City, Xuancheng City, Jingdezhen City, Shangrao City, Zibo City, Rizhao City, Xiangyang City, Shaoguan City, Shanwei City, Heyuan City, Yangjiang City, Qingyuan City, Chaozhou City, Jieyang City, Yunfu City, and Nanchong City 27 cities and regions, including Meishan City, Honghe Hani and Yi Autonomous Prefecture, Baoji City, Kashgar Region, and Alashankou City, have set up cross-border e-commerce comprehensive pilot zones. The specific implementation plan shall be issued by the local provincial people's government.

  Since the establishment of the first cross-border e-commerce comprehensive pilot zone in 2015, after several expansions, as of now, there are 132 cross-border e-commerce comprehensive pilot zones in the mainland. According to the Reply of the State Council on Agreeing to Establish Cross-border E-commerce Comprehensive Pilot Zones in 27 Cities and Regions including Ordos, the 27 cities and regions in this batch will copy and promote the mature experience and practices of the first five batches of comprehensive pilot zones, go all out to stabilize the basic plate of foreign trade and foreign investment, and promote the high-quality development of trade.

  In recent years, the new formats of mainland foreign trade have flourished and continued to innovate. How to further realize the liberalization, facilitation and standardization of cross-border e-commerce? The reply emphasizes that the people's governments of relevant provinces (autonomous regions) should earnestly strengthen the organization and leadership of the construction of the comprehensive pilot zone, improve the mechanism, clarify the division of labor, implement the responsibility, and vigorously, orderly and effectively promote the construction and development of the comprehensive pilot zone. The relevant departments of the State Council should, in accordance with the division of functions and labor, strengthen the coordination and guidance and policy support for the comprehensive pilot zone, and truly give play to the demonstration and leading role of the comprehensive pilot zone.

  In addition, the reply also requires the establishment and improvement of cross-border e-commerce information management mechanisms, and timely provision of relevant electronic information according to the management needs of relevant departments. It is necessary to regularly submit work plans, pilot experiences and results to the Ministry of Commerce and other departments, and strive to make new progress and breakthroughs in improving the institutional mechanisms for promoting the development of cross-border e-commerce and promoting the construction of supporting support systems.

  As an important support measure to accelerate the development of new formats and models of foreign trade, expanding the scope of the cross-border e-commerce comprehensive pilot zone has obvious driving effect. Experts believe that encouraging the expansion of the cross-border e-commerce comprehensive pilot zone, supporting it to carry out first-mover trials, and making full use of the combination of online and offline channels is conducive to expanding the diversified market space and promoting the stability and quality of foreign trade.
