Li Guoliang, born in 1908, is a native of Tianmen County, Hubei Province. He joined the Communist Party of China in 1927 and joined the Chinese Workers' and Peasants' Red Army in 1932. During the agrarian revolutionary war, he served as the commander of the District Red Guard Brigade, the platoon commander of the 20th Regiment of the 7th Division of the 3rd Red Army in Western Hunan and Hubei, the company commander of the New Corps of the 3rd Red Army, the secretary of the Party General Branch of the 4th Division and the 10th Regiment of the 4th Division of the Red 2nd Army, and the instructor of the division headquarters. He participated in the anti-"encirclement and suppression" and long march in the Xiang'e-Exi and Xiang'echuan-Qiansu districts.
During the War of Resistance Against Japanese Aggression, he served as a battalion instructor and political commissar of the 3rd Brigade of the Independent 2nd Detachment of the 120th Division of the Eighth Route Army, and the commander of the 2nd Regiment of the Daqingshan Cavalry Detachment, and in July and August 1942, he led more than 700 commanders and fighters of the 2nd Cavalry Regiment to protect the command organ of the cavalry detachment and break through the Japanese army's guerrilla zone against Suizhong." During the Liberation War, Li Guoliang served as commander of the Suidong Military Subdistrict of the Suimeng Military Region, commander of the Independent 5th Brigade of the Jinsui Military Region, and commander of the Tenth Military Subdistrict, mobilized and organized the people of the Suidong Liberated Area to participate in the struggle to defend the fruits of the victory of the War of Resistance Against Japanese Aggression, undertook the task of supporting more than 16,000 stretchers, more than 8,600 carriages, and 900,000 kilograms of grain, and led the struggle to consolidate the Tenth Subdistrict.
After the founding of New China, he served as the chief of the Guangzhou Municipal Public Security Corps, the chief of the Jiangxi Provincial Public Security Corps, the chief of staff and deputy commander of the Jiangxi Provincial Military Region, and the deputy commander of the Jiangxi Production and Construction Corps.
