Comrade Zhao Can, born in September 1983, graduated from Yangzhou University in June 2006 with a bachelor's degree in horticulture, and was admitted to the Xinghua Forestry Technology Guidance Station (Xinghua Forest Plant Quarantine Station) in August of the same year, and was appointed as the director of the Xinghua Forest Plant Quarantine Station in November 2014. The comrade is the training object of the "311 High-level Talent Training Project" in Taizhou City and the training object of the "100 Agricultural Technology Promotion Expert Training Project" in Taizhou City. In July 2016, the comrade was elected as a delegate to the Fifth Party Congress of Taizhou City.

In the past thirteen years of work, the comrade has insisted on going deep into the grassroots and covering the villages and fields of 28 townships in the city. In 2015, the forestry pest census work was presided over by the comrade, which lasted for two years, with a wide range, large volume and strong professionalism, the comrade led the team to brave hardships, comprehensively and in detail to find out the types, hosts and distributions of foreign forestry pests and indigenous important pests in the city, and established the city's main forest pest database, laying a solid foundation for future scientific prevention and control. The article "Survey of Forest Pests and Prevention and Control Measures in Xinghua City" was published in East China Forest Manager in August 2017.
Since 2015, in the process of prevention and control of the American white moth in the city, the comrade has regularly gone to the monitoring and reporting site for observation, to understand the occurrence of the American white moth, timely and accurately release the forecast information, and at the same time strengthen the information transmission, and conscientiously do a good job in reporting the data reporting, which has played a positive role in the smooth development of the city's American white moth prevention and control work. For many years, the comrade organized technical personnel to release Zhou's bees in key window areas such as The Ningjingyan Expressway, Xingtai Highway, and Water Forest Park, and carried out biological control of the American white moth, effectively improving the level of pollution-free prevention and control of forestry pests in the city. Since 2016, the comrade has organized the whole city and town to carry out the actual combat drill of the prevention and control of the American white moth at the end of May and the beginning of June every year, through the exercise, the trainees personally found the larvae and net screen of the American white moth, personally saw and participated in the prevention and control, improved everyone's perceptual understanding of the Harm of the American White Moth, learned about the Prevention and Control Technology of the American White Moth, and laid a solid foundation for the prevention and control of the American White Moth. The comrade also brought the newly hatched larvae of the American white moth back to the house for breeding, carefully observed and recorded its growth and development process, and found out the feathering of the American white moth, the beginning and peak period of hatching, and the best window period for prevention and control, which provided a scientific basis for the effective prevention and control of the American white moth.
In 2017, the comrade presided over the construction of the Xinghua Forestry Pest Prevention and Control Center, and purchased equipment and instruments for forest pest monitoring, prevention and control. With the joint efforts of this comrade and colleagues, the software and hardware construction of forest pest monitoring in the city have been strengthened, and the monitoring and early warning capabilities of forestry pests have been greatly improved. In 2018, the Xinghua Forest Inspection Station was successfully approved as the monitoring and reporting point of the Xinghua National Center, and was commended by the Provincial Forestry Pest Quarantine and Control Station in that year.
