Zhao Can believes that there are several major problems in the agricultural plant protection UAV industry in our province, such as the quality can not meet the demand, there is no core technology; there is no unified technical standards, the quality can not be fundamentally guaranteed, the reliability of key components is not high; the atomization effect is uneven, the actual spraying can not meet the requirements of use; the endurance is short, the carrying capacity is small; the wind resistance is poor; the lack of a large number of operators, equipment maintenance and maintenance is seriously lagging behind, etc., which is not suitable for the application status quo of our province.

Zhao Can said that the total cultivated land area of our province accounts for about one-seventh of the country, the spraying operation area is 239 million mu, according to the data provided by Heilongjiang Province, the annual navigation plant protection operation area is only 15 million mu, which is only equivalent to 6.28% of the total cultivated land area in our province, and the rest are completed by traditional plant protection machinery or manual. The efficiency of fertilization and pesticide application of plant protection UAVs is high, which is 100 to 150 times the efficiency of conventional spraying tools, while the operation cost is 3 to 6 yuan per mu, which is only 1/2 to 1/3 of conventional operations. Taking the plant protection UAV service industry as an example, if it is calculated according to three sprays per year, the total economic benefits generated after the promotion of plant protection UAVs are estimated to be 3.36 billion yuan. If you consider the manufacture of plant protection UAV products, it is estimated that there are economic benefits of 4.16 billion yuan.

Zhao Can suggested that a special plant protection UAV suitable for the actual situation in our province should be developed. Do a good job of strategic planning and top-level design. Taking advantage of the strong aerospace foundation in our province, vigorously develop the multi-rotor plant protection UAV service and manufacturing industry; increase efforts to develop plant protection man-aircraft, moderately develop plant protection fixed-wing unmanned aerial vehicles, plant protection unmanned helicopter manufacturing and service industries; build a relatively complete manned aircraft and unmanned aerial vehicle manufacturing - special pesticide production - plant protection service system, and complete the construction of the industrial chain.

Improve management norms and systems, and formulate corresponding local industry standards as soon as possible. Achieve specialized production. Zhao Can suggested that our province introduce relevant subsidy policies as soon as possible to encourage the majority of rural farmers to apply plant protection drones. Through government guidance, build a platform and build an industrial chain.
