Comrade Li Xiaoping (1963.05.09 - 2019.01.11) was a native of Gaoqu Township, Sanyuan County, Xianyang City, Shaanxi Province (now Gaoqu Development Service Center, Chengguan Town, Sanyuan County, Xianyang City, Shaanxi Province), and studied at Zhouxiao Primary School in Gaoqu Township, Sanyuan County, Gaoqu Township Junior High School in Sanyuan County, and Beicheng Middle School in Sanyuan County.
He joined the army in 1982, a member of the Communist Party of China, and successively served as a soldier of the Dali County Brigade of the Weinan City Detachment of the Shaanxi Public Security Fire Brigade of the Chinese People's Armed Police Force, the deputy captain of the Fuping County Brigade of the Weinan City Detachment of the Shaanxi Public Security Fire Brigade of the Chinese People's Armed Police Force, and the training staff of the Weinan City Detachment of the Shaanxi Public Security Fire Brigade of the Chinese People's Armed Police Force.
In 2000, he transferred to participate in public security work, and successively served as a police officer of the public security brigade of the Sanyuan County Public Security Bureau in Xianyang City, Shaanxi Province, a police officer in the administrative detention center of the Supervision Brigade of the Sanyuan County Public Security Bureau in Xianyang City, Shaanxi Province, a fourth-level senior police chief, and a first-class police inspector, because of his outstanding work achievements, in March 2012, the CPC Sanyuan County Party Committee and the Sanyuan County People's Government awarded Comrade Li Xiaoping the honorary title of "People's Satisfaction Political and Legal Cadre".
On January 11, 2019, Comrade Li Xiaoping suddenly felt unwell during the duty preparation period in the detention center, and after the comrades-in-arms found out, they immediately sent Comrade Li Xiaoping to the Sanyuan County People's Hospital for rescue, and finally due to ineffective medical treatment, he died at 4:00 a.m. on January 11, 2019, at the age of 56!
