Liu Peng, a member of the Organization Department of the Provincial CPC Committee, announced the decision on the appointment and dismissal of the provincial party committee, Chen Gang as secretary of the party group of the Shanxi Provincial Bureau of Letters and Visits, and Liang Kechang no longer served as the secretary of the party group of the Provincial Bureau of Letters and Visits. Shang Liguang pointed out that the current readjustment of the principal leaders of the Shanxi Provincial Bureau of Letters and Visits is a decision made by the Shanxi Provincial CPC Committee based on the reality of building the contingent of cadres in the province and in accordance with the needs of work, comprehensive consideration, and careful study.

In recent years, under the leadership of the leading group headed by Comrade Liang Kechang, the Shanxi Provincial Bureau of Letters and Visits has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply studied and implemented General Secretary Xi Jinping's important thinking on strengthening and improving the people's petitioning work, actively implemented the overall thinking and requirements of the provincial party committee's "four for four high schools and two synchronizations", kept in mind the political responsibility of solving difficulties for the people and sharing worries for the party, comprehensively promoted the innovative development of the petitioning work, and achieved remarkable results in all aspects of work.
In particular, positive contributions have been made in improving the petitioning system, resolving the demands of the masses, resolving prominent contradictions, serving the overall situation of the province, and administering the party in an all-round and strict manner; the creation of "zero petitioning" units and the "control of the new and curing the old" in the petitioning problem have achieved remarkable results, and some key work and professional indicators have entered the forefront of the country, effectively safeguarding the legitimate rights and interests of the masses, and effectively serving and guaranteeing the overall situation of social development and stability in the province.
