After resting, the Ninth Army continued to march towards the Tibetan-populated moraine area. Located in the north of Baoxing County and south of Jiajin Mountain, the Moraine is remote, cold, sparsely populated, surrounded by high mountains and many springs. The Red Army was to climb the snowy mountains from here, and this time the Ninth Army was tasked with being a rear guard, so the troops still had a day to rest here.

Jiajin Mountain is located north of Baoxing County, south of Dawei Town in Maogong (present-day Xiaojin) County, with year-round snow, extinct animals and animals, thin air, and few people. Locals say that it is rare for people to cross the Jiajin Mountain, and it is not uncommon to stay in the Jiajin Mountain as a "meat bag household" (that is, people are buried in the snow), many people talk about the discoloration of the snowy mountain, regard the Jiajin Mountain as a dangerous road, and few people dare to cross the mountain. The Queen Mother Village and the Stone of the Mountain Pass are the boundary between the Moraine and Dawei, and there is a small temple next to the road, where there are often people who throw coins, it is said that they throw incense and fire money to the sacred mountain, and they can ask the bodhisattva to bless the mountain. In the process of marching, people who pass by must pass in one breath, and they cannot pass when they stop, and they can never stand up when they sit down.
Due to the hot weather after crossing the Jinsha River, the troops threw some clothes in order to lighten up, and many Red Army soldiers still wore single clothes when climbing the snowy mountains. But at noon, the weather changed suddenly, first fog, then drizzle, and then it became a flash of snow, dancing with the wind, turning the Red Army soldiers into snowmen one by one, especially in the evening, the weather was extremely cold.

On 18 June, the Ninth Army crossed the Mountain of Jiajin to reach Dawei. When they arrived in Dawei, they learned that the Red Fourth Regiment, the vanguard of the Red First Army, had already met with the 80th Regiment of the Red Fourth Front at a place between Huojinchuan and Dawei on June 12. On the 16th, the Central Revolutionary Military Commission sent a telegram to the Red Fourth Front, pointing out: In the future, the general policy of our First and Fourth Fronts is to occupy the three provinces of Shaanxi, Gansu, and Sichuan, establish Soviet power in the three provinces, and organize an expeditionary force with one unit at an appropriate time to occupy Xinjiang. At present, the plan is to develop between the LuoJiang and Jialing rivers, resolutely consolidate Maoxian, Beichuan, and Weizhou in my hands, and attack Hu Zongnan's southward advance.
On the day when the Red Ninth Army arrived in Dawei, the Red Army and the Red Fourth Front held a cadre meeting in the Catholic Church in The City of Gonggong, and held a joint party at the Chengyang Temple to celebrate the victory of the Red First and Fourth Fronts. When the Sichuan warlord learned that the Red Army had crossed the Jiajin Mountain and was marching toward Maogong, he urgently ordered his 1st, 2nd, and 6th Mixed Brigades to form a pursuit column, commanded by the commander of the 1st Brigade, and chased after the Red Ninth Army from Feixian Pass, but when they caught up with the Moraine, they could only look at the snow-capped Jiayu Mountain and sighed, and did not dare to go any further.
On June 20, Luo Binghui led the Red Ninth Army to Maogong and joined the Headquarters of the Ninth Army and the 17th Division of the Red Fourth Front. Maogong is a material distribution center on the border of Sichuan and Kang, where tibetan, Tongtong, and Han ethnic groups live in a mixed way, surrounded by mountains and dangerous terrain, with Jiajin Mountain in the east, snakeskin beams in the south, Niutouba Mountain and Hongqiao Mountain in the west, and Mengbi Mountain in the north.
The Ninth Army took a great rest at Maogong. At that time, the northwestern sichuan region, where the Red Army was located, was mostly inhabited by ethnic minorities, with high mountains and deep valleys, remote and desolate, poor land, inconvenient transportation, sparse entrances, economic poverty, and difficulties in providing supplies. The Shaanxi-Gansu region north of this area, which is wider than the northwest of Zhichuan, has convenient transportation, is rich in products, and is also an area where the imperialist forces and the Kuomintang ruling forces are weak, and it is most beneficial to establish a revolutionary base area in Sichuan, Shaanxi, and Gansu, which is most conducive to establishing an anti-Japanese outpost in the north and leading and maintaining the national anti-Japanese democratic movement.
Zhang Guotao, as the general political commissar of the Red Fourth Front, advocated that the Red Army retreat westward to Xinjiang, Fanghai, and Xikang, where people were sparsely populated, ethnic minorities were concentrated, and that it was difficult to provide for them, believing that this would avoid the strong military pressure of the Kuomintang: In order to resolve the serious differences between Zhang Guotao, the leader of the Red Fourth Front, and the Party Central Committee, on the strategic principles, in order to unify strategic thinking, the Politburo of the Central Committee decided to hold a meeting at the mouth of the two rivers to determine the strategic direction.

First of all, it took the southern part of Gansu in order to create the Shaanxi-Gansu base area, and then win the victory of the northwestern provinces of China and the whole of China.
In order to realize this strategic policy: strategically, it is necessary to first concentrate on eliminating and attacking Hu Zongnan's army, seize the area north of Songpan, and enable the main force to triumphantly move north to Gannan. Through discussion, Zhang Guotao reluctantly agreed with Mao Zedong, Zhou Enlai, and most others on going north, and adopted the "Decision on the Strategic Force Needle After the Convergence of the First and Fourth Fronts." On the 6th, he crossed the fourth snowy mountain and hit the drum mountain one by one; On the 7th, he crossed the fifth snowy mountain, Tuoluogang (also known as Lunde Mountain), and finally reached the Maurgai area.
Since then, the Ninth Army has successfully completed the task of covering the main force's retreat, but the two teams responsible for covering the main force together in the same period have been severely damaged, and the Ninth Army, under the leadership of Luo Binghui, has not only successfully completed its tasks but also strengthened its own military strength, which shows that Luo Binghui's military command ability is very outstanding.
Unfortunately, after commanding the troops of the New Fourth Army to win the Battle of Zaozhuang, Luo Binghui, the second deputy commander of the Shandong Military Region and the second deputy commander of the New Fourth Army, suddenly suffered a cerebral hemorrhage and died in Linyi, Shandong, at the age of 49.
Luo Binghui is one of the 36 military experts identified in the military volume of the Encyclopedia. If he had not died, it would have been entirely possible to confer the rank of Grand General in 1955.
