On July 23, 1921, the First National Congress of the Communist Party of China was held at No. 106 Wangzhi Road (now No. 76 Xingye Road) in the French Concession of Shanghai, and two of the 13 delegates from the early organization of the Communist Party of Jinan were Wang Gemei, 23, and Deng Enming, 20.

Wang Gemei was born in 1898 in Dabei Xingxing Village (now part of Zhucheng) in Juxian County, Shandong Province, and was admitted to the Shandong Provincial First Normal School in 1918. In the spring of 1921, he, together with Deng Enming and others, secretly established the early organization of the Communist Party of Jinan. From attending the First and Second Congresses of the Communist Party of China, to attending the First Congress of communist parties and national revolutionary groups in the Far East in 1922; from writing the "Outline of the Labor Law" with Deng Zhongxia, Mao Zedong, and others; to establishing party and league organizations in various parts of Shandong; from leading the general strike of workers at Shanhaiguan on the Beijing-Fengfeng Railway, to returning to Shandong to serve as the head of the Shandong Party organization of the CPC, Wang Gemei gradually became an outstanding proletarian revolutionary.
