Article 3 of Article 14 of the Peiping Peaceful Settlement stipulates that in order to maintain order, in addition to the police and the guards who guard the warehouse, they may retain the Chasui unit and a temporary guard unit at their discretion, but the PLA guard unit will take over one after another after entering the city, but Mr. Fu will leave the necessary guard unit.
On January 31, the 41st Army of the People's Liberation Army entered Beiping City to take over the defense, and Fu Zuoyi's large army was completely withdrawn from the city to be reorganized. However, the guard regiment that was left to Fu Zuoyi basically did not move, but only changed into the uniform of the People's Liberation Army and sent in the political work cadres of the People's Liberation Army.
The guard regiment stationed in the Cuiwei Road Barracks was completely under the direct command of Fu Zuoyi.
The reason why the Party Central Committee did this was, on the one hand, that this was a condition put forward by Fu Zuoyi, and in order to promote the peaceful liberation of Peiping, he agreed to it. On the other hand, after Fu Zuoyi chose peace, Chiang Kai-shek was bound to harbor a grudge and secretly inflict harm, and leaving this guard regiment could protect Fu Zuoyi's safety to a certain extent.
However, to everyone's surprise, the guard regiment left for Fu Zuoyi had a rebellion and attack on Xiangshan soon after the Party Central Committee entered Beiping.

On March 25, 1949, Chairman Mao and the Party Central Committee arrived in Beiping. However, Chairman Mao and the Party Central Committee, who had just entered Beiping, did not directly settle in Zhongnanhai, but lived in Xiangshan.
Why did the Party Central Committee not directly enter Zhongnanhai after entering the city, but chose Xiangshan in the western suburbs? This was personally arranged by Vice Chairman Zhou Enlai, mainly for security reasons.
At that time, Qingdao was still in the hands of the Kuomintang, and the US Seventh Fleet was parked on the sea outside Qingdao, and it was easy for enemy planes to fly to Beiping. Therefore, the urban area of Peiping is facing the danger of enemy aircraft bombing at any time; moreover, order in the city has not yet been fully restored, with spies and spies rampant, and bandits and thieves rampant.
Under such circumstances, the Party Central Committee absolutely cannot live in the city. Therefore, for the sake of defense, Vice Chairman Zhou Enlai chose the residence of the Party Central Committee after entering the city in Xiangshan, a western suburb, and Chairman Mao's residence was arranged in the Shuangqing Villa.
After the Party Central Committee and Chairman Mao entered Xiangshan, the level of defense here can be imagined.
Xiangshan is more than 40 miles away from the center of Beiping, where the mountains are densely forested, not only beautiful scenery, but also a good place for air defense, and the main peak of Xiangshan is the commanding height of Beiping. After the Party Central Committee entered Xiangshan, it set up an anti-aircraft artillery position at the commanding heights of Xiangshan.
Responsible for the Inner Guard is the Central Guard Regiment, whose headquarters is located at Wat Pho. The Central Guard Regiment set up 96 fixed posts and 25 mobile posts on Xiangshan. Outside Xiangshan, the 207th Division led by Wu Lie was tasked with vigilance.
At that time, the fact that the Party Central Committee was stationed in Xiangshan was a top secret, and few people knew about it, even within the Party and the army, not many people knew about it. The outside world only knows that There is an educational institution called "Labor University" living in Xiangshan, but they do not know that this "Labor University" is actually the code name of the Party Central Committee.
A few days after the Party Central Committee and Chairman Mao entered Xiangshan, two battalions of Fu Zuoyi's guard regiment attacked Xiangshan with weapons.
One afternoon at the end of March, Shi Hongbin, an instructor of the 3rd Company of the 1st Battalion of the Central Guard Regiment, was having dinner when he suddenly received a call from Wang Dongxing, saying that a platoon of Fu Zuoyi's department had come to them.
Wang Dongxing was a staff member of Chairman Mao's side, and he went toward them, so didn't he go to the Shuangqing Villa where Chairman Mao was located? Shi Hongbin immediately dropped his rice bowl, grabbed his gun, and quickly led the soldiers to climb the mountain quickly.
When Shi Hongbin led the people to climb up the ten-person guard point, he saw company commander Hao Chuanpu and a sentry interrogating five or six stragglers there. Ten people are worried about a commanding height of Xiangshan, where the outdoor situation of the Shuangqing Villa can be clearly seen.
The five or six Kuomintang stragglers were all soldiers of Fu Zuoyi's guard regiment, and they surrounded the company commander Hao Chuanpu and shouted that they wanted to go home. Shi Hongbin immediately came down and the soldiers tied up these people and brought them back to the battalion headquarters.
However, the five or six men captured by the 3rd Company were only a very small part; because the Nationalist soldiers who attacked Xiangshan had two battalions.
In the guard regiment that Fu Zuoyi left behind, there were some diehards who wanted to pull troops out, but their vision was too small to know the situation in the whole country, let alone that Xiangshan was already heavily defended. As a result, when I ran to Xiangshan, I was blocked.
After receiving the report, Vice Chairman Zhou Enlai threw away the work at hand and immediately rushed to the Qingwang Mansion, where the North China Military Region was located, and found Nie Rongzhen.
Vice Chairman Zhou did not even take a step forward at the threshold, so he hurriedly instructed Nie Rongzhen: "You should quickly transfer a troop to Xiangshan to carry out the task." At this moment, he was really anxious, and he told the ins and outs of the matter in three words.
After Nie Rongzhen listened, he suddenly burst out of anger, where Xiangshan was, as the commander of the North China Military Region, he knew it incomparably well.
Nie Rongzhen immediately issued an order to Tang Yongjian, the head of the training department: "You should immediately take a regiment to do it, move quickly, and do not alarm the enemy." ”
Subsequently, Nie Rongzhen personally called Wu Lie, commander of the 207th Division, and asked him to quickly send a regiment to Balizhuang in the west of the city to obey the command of Tang Yongjian, director of the training department of the military region.
When dusk came, Tang Yongjian and a regiment quietly surrounded the camp of the trouble-making officers and soldiers.
In Fu Zuoyi's guard regiment, only one battalion did not make trouble, and the officers and men of the other two battalions who participated in the attack on Xiangshan returned from being blocked, returned to the camp without incident, and did whatever they wanted as usual, without the slightest feeling that there was anything wrong.
Tang Yongjian deployed his troops outside the camp and ordered the troops to be ready for battle, and as soon as they received his signal, they would immediately move.
After that, he drove generously into the barracks. The guards at the entrance of the battalion knew the license plates of the North China Military Region and did not interrogate them much.
After entering the camp gate, Tang Yongjian jumped out of the car and observed the situation in the courtyard as he walked. At this time, the Kuomintang soldiers had just finished dinner and were moving freely.
Tang Yongjian first asked our own comrades to go to work separately, and let these Kuomintang soldiers lay down their weapons, otherwise they would be solved by force.
Several party representatives in the battalion nodded and said they could try. But what they said was not so useful, because when the two battalions went to attack Xiangshan, they knew more or less in advance and persuaded them, but no one listened.
Tang Yongjian said solemnly: "You have clearly told them that the People's Liberation Army has surrounded this place, and they have no choice but to lay down their weapons." ”
Three hours later, Fu Zuoyi's guard regiment agreed to lay down its weapons. This is also expected, hundreds of thousands of troops have been pulled outside the city to reorganize, how big a wave can they set off in a regiment?
Soon, Fu Zuoyi's guard regiment and Tang Yongjian's troops completed the handover of weapons.

The matter was resolved calmly, but Tang Yongjian found that several leaders of the regiment did not see it, including the regimental commander, deputy regimental commander, and chief of staff, who were not in the barracks.
Tang Yongjian thought to himself, if these people knew that their troops had been disarmed tomorrow, they might not be able to make any trouble, so they simply did not stop doing anything and arrested them all first.
Therefore, after inquiring about the addresses of these people, Tang Yongjian hurried to the headquarters of the Peiping picket general team.
Coincidentally, as soon as he got out of the car, he met his old comrade-in-arms, Li Qingchuan, who was then the chief of staff of the picket corps. After Li Qingchuan listened to what Tang Yongjian said, he immediately became angry; these guys really ate the heart of a bear and dared to go to the party Central Committee's station to make trouble, and without saying a word, they led the team members to follow Tang Yongjian to arrest people.
The regimental commander and deputy regimental commander of Fu Zuoyi's guard regiment were arrested overnight and handed over to Li Jianlin, director of the subway public security sub-bureau, for interrogation.

However, Tang Yongjian took the initiative and arrested several leaders of Fu Zuoyi's guard regiment, and there was no instruction from above, and Nie Rongzhen asked Tang Yongjian to report the situation to Vice Chairman Zhou.

Fu Zuoyi himself did not know about the attack on Xiangshan by the guard regiment. When Fu Zuoyi learned that his guard regiment had been disarmed, he angrily knocked on the door of Ye Jianying, the mayor of Beiping City, early in the morning.
Ye Jianying didn't know about this yet, and when he saw Fu Zuoyi, who had always had a good temper, slapping the table and making a big fire, for a moment the second monk was confused. Ye Jianying had no choice but to persuade the general, who had made great contributions to the peaceful liberation of Peiping.
At ten o'clock in the morning, Fu Zuoyi's secretary Wang Kejun came to the headquarters of the North China Military Region to "ask questions about the crime."
As soon as he entered the door, Wang Kejun, who had an angry face, asked loudly: "You Communists do not pay attention to credit, cross the river and tear down the bridge." ”

Before the attack on Xiangshan, this guard regiment had already escaped, that was in early March, but at that time the Party Central Committee and Chairman Mao had not yet entered the city, and this matter was also handled in a big way.
After Wang Kejun returned, he reported the situation to Fu Zuoyi, and Fu Zuoyi's anger subsided by more than half. At this time, Fu Zuoyi also understood that guns and troops were useless to him.
Fu Zuoyi personally selected 35 loyal personal guards, each equipped with a carbine, a shell gun and a revolver, to take care of his own safety. The guard regiment was broken up and reorganized.
The two battalions that attacked Xiangshan were all handed over to the North China Supplementary Training Corps and dismantled and reorganized. Many of the cadres of the battalion who did not go to Xiangshan were sent to the military academy to study, and later they were promoted to higher positions. As for the regimental commanders who were arrested, they were released within a few days.
The two battalions of Fu Zuoyi's guards who stormed Xiangshan did not all return to the camp, and a small number of them ran out of Beiping.
While Instructing Nie Rongzhen to deal with Fu Zuoyi's guard regiment, Vice Chairman Zhou Enlai also instructed the entire North China Military Region to participate in the search and arrest and send troops everywhere to look for them. Finally, dozens of scattered soldiers were found in the direction of Beiping directly south.
Why do dozens of scattered soldiers have to go to such great trouble?
Not fear, but high vigilance. Imagine that the Party Central Committee is right in front of it, and even an armed straggler can pose some kind of threat to Xiangshan.
In those days, the entire Central Guard Regiment was tossed day and night without sleep, checking vigorously, and was on high alert. It wasn't until all the dozens of scattered soldiers were found that Xiangshan's side was relieved and relieved of its first-level combat readiness.
