His careful and sincere concern boosted the morale of the soldiers, and from the Jinggangshan struggle to the victory of the Long March, the troops became more and more courageous in the Vietnam War.

In 1945, the anti-Japanese base area anti-"sweeping" struggle in Shandong was in full swing. The old man couldn't resist Luo Ronghuan and drank the turtle soup. Soon the old lady's illness slowly improved, and everyone praised her life as saved by Political Commissar Luo, and the Eighth Route Army was good to our people! The will of the people is the scale. This bowl of turtle soup seems to be a small thing, but it shows that Luo Ronghuan always keeps the needs of the masses in mind and always puts the interests of the masses first. From here, it is not difficult for us to understand why Shandong has enthusiastically participated in the war. As he once admonished, "You see! Comrades, when the mass work is done well, the fellow villagers will be close to us and support us, and we will have a backer. ”

Maintain close ties with the masses and be a confidant of the masses

In the protracted revolutionary struggle, the first thing Luo Ronghuan did whenever he went to a locality was to go down to the grass-roots level, visit the masses' homes to ask questions about the poor and the poor, grasp the first-hand materials for mass work, and have a clear idea in mind.

When the 115th Division of the Eighth Route Army had just entered Shandong, the common people did not believe in the Eighth Route Army, because at that time the common people had experienced many years of warlord melee, and the Japanese army often pretended to be the Eighth Route Army to do some bad things that hurt the people and harm the people, so they ran when they saw those in military uniforms. Luo Ronghuan then organized cadres to go down to the grass-roots level, visit the people, listen to the people's voices, and adopted a series of policies such as rent reduction and interest rate reduction, so that the people could understand that the Eighth Route Army troops who came to Shandong were completely different from bandits and warlords, and that they were "the Red Army of Jinggangshan and Director Luo of Pingxingguan."

In the Northeast Liberation War, in response to the call of the Party Central Committee to liberate all of China, Luo Ronghuan launched a soldier's "grievance campaign" in the Ninth Company of the 20th Regiment of the 7th Division of the 3rd Column of the Northeast Democratic Coalition Army. In connection with the education of land reform, they chose Fang Tianjing and Ren Jizhen, soldiers who were bitter and vengeful, and Luo Yuxiang, "liberation fighters" who joined the army after being captured, to tell everyone about the suffering they suffered before joining the army. The "Grievance Movement" of the soldiers of the 3rd Column aroused the ideological consciousness of the soldiers and stimulated their high morale in fighting for liberation and fighting for the people. This effective form of education was immediately summarized and popularized by the Party Central Committee throughout the army.

After the founding of the People's Republic of China, Luo Ronghuan still maintained a work style of keeping close ties with the masses and always fought with the masses. Luo Ronghuan did mass work and never used his power to oppress people. When he was a party representative in the company, he stipulated that soldiers were not allowed to beat and scold. He often said: "There is no need to beat the drum hard, and to do the ideological work of the masses, cadres and soldiers must listen to your words and consciously carry out your words as if they were orders. In the early construction of the Red Army, some officers believed that scolding soldiers was necessary to lead soldiers, "three good words are not as good as a slap" and "good soldiers are sent out under the whip of the horse." To this end, Luo Ronghuan focused on solving the problems of scolding soldiers and shooting deserters. In the winter of 1928, during the founding of the Jinggangshan Revolutionary Base Area, Luo Ronghuan was stationed in Yongxin, a liberated soldier, because it was too cold, ignored the dissuasion of the squad leader, insisted on stealing a bundle of firewood from his hometown for warmth, and the squad leader slapped the soldier hard. The next day, Luo Ronghuan went down to the grassroots level to hear about this, hurriedly found the squad leader, and said in a serious tone: "If you are a warrior and you have a mistake, and the squad leader beats you, do you feel good in your heart?" He said: "Relying on fists to replace education will not solve the problem." Comrades have shortcomings and mistakes, and they must be reasoned with them repeatedly so that they can understand why they are wrong. We must convince people with reason, but we must not convince people with strength. Oral administration is not as convincing as the heart, only if the heart is convinced, can we consciously abide by discipline. ”

Creatively carry out work and be the leader of the masses

The "Honorary Soldiers' Congress" is a successful example of Luo Ronghuan's creative mass work. In 1948, a large number of wounded and sick people came down from the front and filled the hospitals in the rear. Some of the wounded and sick are proud of their achievements and lack discipline. The main manifestations are: the restaurant does not give money or less money, watches the theater and watches the movie without buying tickets, scolds the medical staff, and some cover up the landlord, interferes with the land reform, and even the vicious incident of gathering crowds to make trouble and rob the bank, the impact is very bad.

Luo Ronghuan personally summoned the relevant departments to a meeting to study the solution. During the discussion, some people believed that it was the minor wounded who were causing trouble, and advocated surprise treatment so that they could return to the front as soon as possible; some people proposed that hospitals strengthen their guards and strictly prohibit the wounded from leaving the hospital and going to the streets; and some people suggested that those who took the lead in making trouble should be severely punished. Luo Ronghuan felt that everyone regarded the wounded and sick as a burden. He believes that to solve the problem of the wounded and sick making trouble, we should start from the positive aspect, focus on positive education, and convene a congress of the wounded and sick in a short period of time. This was the first point of creation, which was quickly endorsed by the participants and the preparatory group for the Congress was immediately established.

The second creative point is to change the name of the conference. To convene, it was first necessary to have a name for the conference, and the Preparatory Group for the Congress proposed that it be named the "Congress of the Sick and Wounded". Luo Ronghuan felt that it was inappropriate, because some of these wounded were soldiers, some were guerrillas, and some were militiamen, whether they were wounded or sick, they were all for the revolution, and they were all honorary soldiers, so he changed the name of the meeting to "Honorary Soldiers Congress", which gave people the feeling that it was an honor to come to the meeting.

The third creative point is the selection of representatives. Initially, the preparatory group identified the wounded and sick as representatives, mainly advanced figures and activists, and Luo Ronghuan changed to the main wounded and sick who were mischievous and trouble-making, and the advanced figures and activists could not exceed one-third. The reason is that finding advanced figures to hold meetings cannot represent the wounded soldiers who are making trouble, and after they go back, they will have little effect, and if they find people who take the lead in making trouble as representatives, their thinking will change, and they can play a very important role when they go back.

Many of the deputies held their breath, and some of them also prepared a large number of demands, and if they did not agree, they would unite and make a big fuss. But when these delegates arrived at Harbin Station, they did not expect to beat gongs and drums on the platform, there were red and green slogans welcoming them everywhere, the welcome crowd shouted slogans, and the female students put on big red flowers and greeted them as heroes. When they arrived at the guest house, the reception staff warmly brought them tea and water, and the doctors and nurses carefully changed their medicines for treatment, eating fine grains, four dishes and one soup... All this made them very moved, the angry wounded and sick people were half angry, and the people who wanted to make a big fuss felt embarrassed. This is the fourth creative point of the conference---- warm welcome.

The fifth creative point is to ask the typical "presence" around you. The congress separately invited Zhong Chibing, deputy logistics commander who lost a leg during the Red Army period, He Changgong, who was lame during the Jinggangshan Defense Battle, and several other cadres who were wounded and disabled during the War of Resistance Against Japanese Aggression to "appear and speak for themselves." At first, the deputies were ready to put forward various opinions, but later they reflected on their words and deeds, and many soldiers said that after they returned, they would correct their mistakes with practical actions and strive to go to the front line at an early date. At the meeting, Luo Ronghuan said in light of the situation: "Honorary soldiers are all from the masses, and they have been wounded and wounded in the front of the heroic killing of the enemy, but we must not forget our roots, do not interfere with the lives of the masses, and do not stand on the side of the landlords." We must support the peasants and speak for the masses who have turned themselves into poverty... Although he is physically crippled, he is not mentally crippled, and he is assigned to work in the rear, and he must learn a new set of skills and continue to make contributions to the people. Luo Ronghuan's speech touched the hearts of the deputies and won a warm applause from the audience.
