In October 1937, Nie Rongzhen, deputy commander of the 115th Division, led part of his troops to open up the Jin-Cha-Ji base area, especially on March 1, 1938, Lin Biao, commander of the 115th Division, was mistakenly wounded by the sentries of Yan Xishan's troops in Shanxi County, and sent back to Yan'an for treatment.

Under the command of Luo Ronghuan and others, the 115th Division carried forward the fearless spirit of our army on the battlefield of the War of Resistance against Japanese Aggression and repeatedly defeated the enemy. In September 1938, the Japanese army along the Fenli Highway Xifan, in an attempt to cross the Yellow River in the west, the 115th Division on September 14, 17, 19 three battles and three victories, a total of more than 1200 enemy casualties, captured more than 560 weapons of various kinds, destroyed more than 30 cars.

After the conclusion of the Sixth Plenary Session of the Sixth Central Committee of the Communist Party of China in November 1938, in accordance with the principle of independently and independently organizing the people's anti-Japanese armed struggle put forward by the Party Central Committee and Chairman Mao, the strategic plan for consolidating North China and developing Central China was determined.
