From Lin Zong, Luo Shuai's 115th Division came out of the list of founding lieutenant generals.

In August 1937, the Nationalist government reorganized the First Front Army and the Red 15th Army of the Northern Shaanxi Red Army into the 115th Division of the Eighth Route Army. It has jurisdiction over two brigades and directly subordinate units. With a strength of 15,500 men, it is the largest of the three divisions.

From the 115th Division came numerous marshals, generals, admirals, lieutenant generals and major generals. It became the main force of the Fourth Field Army, and some of it formed the Third Field Army.

There were thirty-five lieutenant generals in the 115th Division, who were deputy brigade commander-level cadres, regimental-level cadres, deputy regimental-level cadres, and a small number of battalion-level cadres, such as Lieutenant General Yuan Shengping, Lieutenant General Zeng Siyu, and Lieutenant General Tan Furen.
