The observation and inspection team went deep into Biaoguan County, Hequ County, Baode County, Ganlan County, and Jingle County, inspected cultural tourism, tourist highways, agricultural product processing, new materials, comprehensive utilization of coal gangue, digital industry, infrastructure, coal-bed methane development, power generation and heating, coal washing, hazardous waste disposal, industrial undertaking park, rural revitalization, logistics park, agricultural characteristic industry and other projects, and learned in detail about the progress of various key work. Since the beginning of this year, based on the "New Double Five- Plan" strategy, Weiguan County has focused on the transformation and development of the project to vigorously promote the project, adhere to the deepening of reform and continue to optimize the business environment, concentrate on creating a provincial-level eco-cultural tourism demonstration zone and a global tourism demonstration zone, continuously consolidate and expand the effective connection between poverty alleviation and rural revitalization, and make every effort to promote the creation and health of the county, further improve the living environment, accelerate all work, and achieve both quantitative and qualitative improvements in economic and social development. Baode County concentrates on the construction of the "seven batches" project, accelerates the development of emerging industries, creates an industrial agglomeration highland, deepens the reform of "standard land + commitment system + full agency", strictly implements the "four non-picking" requirements to consolidate the results of poverty alleviation, comprehensively promotes rural revitalization, and strives to write a new chapter in Baode's high-quality development. The observation and inspection team made comments on some specific items. The construction projects of Guanhekou Station and Qiankun Bay Rural Tourism Demonstration Village in Guanguan County should implement the main body of operation, clarify the operation mode, develop target customers and markets, and transform tourism facilities and tourism resources into tourism formats, tourism products, tourism services, and tourism brands. The lithium iron phosphate project in Hequ County should pay close attention to promoting environmental impact assessment and energy assessment, guide the construction of provincial laboratories, and strive to establish a national inspection and testing center. Hequ County coal gangue light high-end mullite refractory project should be based on the needs of enterprises to do a good job in service, to help open up the market. The special trailer construction project in Baode County should seriously study the market, effectively do a good job in service, and cultivate the whole industrial chain of automobiles. On the basis of doing a good job in infrastructure and standardized factory buildings, the project of the Industrial Undertaking Park of The Ganlan County Economic and Technological Development Zone should focus on functional construction, do a good job in public services, and ensure the supply of key factors. The Jingle County Rural Revitalization Demonstration Project should improve the operation system, clarify the main body of operation, handle the relationship between all parties, and truly play a role in driving the masses to get rich. The observation and inspection group demanded that we should further deepen our ideological understanding and earnestly strengthen the sense of urgency and responsibility for project construction; we should give prominence to planning reserves and earnestly enhance the feasibility and foresight of project construction; we should enhance our service capabilities, make every effort to guarantee and accelerate the production and effectiveness of projects; we should deepen investment promotion and strive to achieve new breakthroughs in the introduction and landing of projects; and we should play a leading role in comprehensively promoting project construction and achieving cluster development.
The observation and inspection team put forward six opinions on doing a good job in project construction and promoting high-quality development. First, we must strengthen confidence in development. It is necessary to establish a new concept of resources, realize that we are born to be useful, not only to regard natural resources and mineral resources as resources, but also to take the advantages of characteristic agricultural products, good locations, and special talents as resources, proceed from reality, give play to local advantages, rely on traditional resources and new resources, keep an eye on the market, create characteristic products, and promote local high-quality development. Second, we must strengthen the depth of analysis. It is necessary to have the pursuit of breaking the casserole to the end, finding out the deepest and most fundamental decisive problems, exerting efforts from the root, studying ways to solve problems, and proposing specific and effective measures. Third, it is necessary to strengthen dialectical thinking. To correctly look at good things and bad things, we must not only prevent good things from becoming bad things, but also find positive factors and opportunities from bad things, and promote bad things to turn into good things. In the current process of a new round of economic transformation and upgrading, there are new opportunities, and we must seize the opportunities to create a place to undertake traditional industries, realize rebirth, and achieve later catch-up. Fourth, we must strengthen the view of connection. To use the viewpoint of connection to promote agglomeration development, the key is to introduce the funds, resources and talents needed by Xinzhou to promote the construction of the project. Fifth, it is necessary to strengthen the sense of foresight. We must see far, touch, grasp solidly, and be sustainable. Sixth, it is necessary to strengthen the awareness of the bottom line. We must adhere to the principle of bottom-line thinking and initiative, and base decision-making on solving problems through our own efforts. It is necessary to set goals, constantly improve ourselves, and promote the development of various undertakings.
