According to Yang Haifeng, compared with steel companies of the same scale in the industry, the wage income of Shaanxi Steel employees has long been at the middle and lower reaches of the level. Taking the opportunity of being selected as the "Double Hundred Action" for the reform of state-owned enterprises, Shaanxi Iron and Steel has firmly grasped the two main lines of reform and development in accordance with the development strategy of "125448" (1 vision, 2 policies, 5 major strategies, 4 unified management, 4 major supports, and 8 related diversified industries), adhered to the "two hands", and achieved the sustained profitability and competitiveness of the enterprise. During the "Thirteenth Five-Year Plan" period, the total wages of Shaanxi Iron and Steel employees increased by 86.73%, the per capita income of employees increased by 98.03%, and the salaries and treatment of employees were more competitive in the local market, which greatly stimulated the enthusiasm and momentum of the majority of employees, and the sense of gain of employees was significantly enhanced.

Establish a distribution mechanism of "efficiency determines income". How to cut the "cake" after it is large is the key. At the beginning of this year, Yang Haifeng clearly proposed at the enlarged meeting of the party committee of Shaanxi Steel Group that in 2021, the whole group should achieve the goal of returning to the top 30 in the industry in terms of profit level and profit of 2 billion yuan, that is, "fighting double goals"; pointing out that "efficiency determines income" is the survival code for the sustainable and benign development of enterprises; proposing a clear orientation of linking benefit wages with total profits and industry competitiveness rankings, that is, "consolidating double linkages"; emphasizing the need to attach great importance to safeguarding the interests of grass-roots front-line workers, and strictly implementing the hierarchical classification assessment of total wages. The upper layer must not penetrate the management system of the downward layer, that is, the "strict four types of layers"; finally the cadres are formed as the key minority, most of the salary performance fluctuates with the efficiency of the enterprise, the grass-roots workers maintain a fixed salary of 60% to 80%, and a small part of the distribution mechanism floats with the benefits of the enterprise. The relevant departments have formulated the implementation plan for the reform of salary performance under the guidance of this, and carried out a large-scale study and discussion activity in the whole group, further mobilizing all cadres and workers to concentrate their strength on the "double goal of fighting", unifying their thinking to "consolidating the double linkage", positioning the orientation to the "strict four types of layers", "wages are earned" and "market-oriented performance determines market-oriented salaries" and other concepts are more deeply rooted in the hearts of the people, and the employees are more energetic. Ensure the stability of employees' income and welfare improvement. While adhering to the synchronization of employee income growth and enterprise benefits, Shaanxi Iron and Steel implements the policy of "three tilts and one protection", that is, income is inclined to core management, business backbone, and high-skilled talents, and protects low-income people in the front line of production. The policy bottom effect on low-income workers has been further strengthened, laying a solid foundation for building a harmonious enterprise and enhancing the cohesion and centripetal force of employees. In addition to the normal income of employees' wages, Shaanxi Steel has also paid social insurance, housing provident fund and supplementary medical care for employees in accordance with regulations, established an enterprise annuity, and continued to increase employee care, welfare and training, which accounted for 31.71% of the company's labor costs. The welfare security system of employees has been continuously improved, and the happiness index has increased significantly.

Common prosperity is the common expectation of the masses of the people and a major strategic extension made by the party at the beginning of the grand chapter of the second century.
