He has been directly involved in the drafting and revision of laws, regulations and rules in the field of education, such as the Education Law, the Higher Education Law, the Teachers Law, and the Law on the Promotion of Private Education, and has participated in the handling of various administrative reconsideration cases of the Ministry of Education and represented hundreds of administrative litigation cases of the Ministry of Education.

Speaker: Ma Hongmei, a member of the Communist Party of China, holds a master's degree, is a senior middle school teacher (deputy high school level 6), and is currently the vice principal of special education school in Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region. He has successively presided over 6 national, provincial and ministerial projects such as the national project "Research on the Deep Integration of Information Technology and Disciplines in Special Education Schools"; 13 published and award-winning papers; Leading the Autonomous Region "Tianshan Talents" Special Education Famous Teacher Studio and Changji Prefecture Special Education Digital Resource Studio; He has won more than 25 awards in various teaching competitions such as the first prize of the 2023 Autonomous Region Young Backbone Teacher Basic Skills Competition. He has successively won the titles of "National Excellent Famous Teacher Studio Host", "Tianshan Talent" Education Leading Talent in the Autonomous Region, Discipline Leader (Backbone Teacher) in Changji Prefecture, and "Advanced Individual" in Education and Scientific Research. Speaker: Chen Ying, Product Leader of the Digital Volunteer Teaching Lab of Tencent's Sustainable Social Value Business Unit, is responsible for the overall design of Penguin Volunteer Teaching products.

Title: Penguin Teaching: Helping Education Equity and Inclusion

Abstract:The Penguin Teaching Platform is an innovative dual-teacher classroom tool developed by Tencent Digital Teaching Lab, which is based on the existing software and hardware facilities of rural school classrooms, and is jointly taught by two teachers, online and on-site. In the classroom, online volunteers give live lectures remotely, and local teachers distribute teaching aids, organize classes, and assist in Q&A in the classroom. In class, the two teachers send comments on the works, share teaching resources, and track the effectiveness of teaching and learning. The operation model of Penguin Volunteer Teaching has created an innovative dual-teacher classroom that is modern, suitable for villages, and scalable. Chen Ying will share the design ideas and technical characteristics of the Penguin Volunteer Education Platform products, deeply analyze how to help the teaching industry to carry out sustainable upgrading, and teach the course content based on the national smart education platform for primary and secondary schools, so as to promote the all-round development of rural students and help rural school education fairness and inclusiveness.
