Nobunaga stressed that it is necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions on the collapse disaster of the Chayang section of the Meida Expressway in Meizhou City, Guangdong, adhere to the bottom-line thinking, strengthen risk awareness, and do a solid job in safety prevention with a sense of responsibility of "always rest assured", resolutely curb the occurrence of major accidents and disasters, and ensure the safety of people's lives and property and the overall stability of society.
In the command center of the Provincial Emergency Management Department, Nobunaga Xing and Xu Kunlin first connected the Provincial Expressway Dispatching and Command Center, the Nanjing Toll Station of Shanghai-Nanjing Expressway, the Suzhou North Station of the High-speed Railway, the Changzhou Long-distance Bus Station, Nanjing Confucius Temple, Yangzhou Slender West Lake and other scenic spots to view the real-time pictures and learn more about the operation and safety precautions of the expressway, stations and scenic spots. Subsequently, they listened to the relevant reports of the Provincial Emergency Management Department, the Provincial Department of Transportation, the Provincial Department of Culture and Tourism, the Provincial Department of Housing and Urban-Rural Development, and the Provincial Meteorological Bureau. During this year's "May Day" holiday, the masses traveled intensively, with an average daily traffic of more than 4.3 million vehicles in the province, and the number of tourists received increased by three to four percent year-on-year. According to the meteorological forecast, there will be moderate to heavy rain in most parts of the province on the 4th and 5th, and strong convective weather may occur in some areas.
Nobunaga pointed out that since the "May Day" holiday, the road traffic in our province has maintained a high level of operation, and the scenic spots are more popular. With the joint efforts of the whole province, the operation is generally stable and orderly, but there must be no slackening in all aspects of work. All localities and departments should thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions, in accordance with the instructions and requirements of Premier Li Qiang and other central leading comrades, soberly understand the current complex situation of production safety, re-consolidate responsibilities and refine measures, and earnestly grasp the work of safety production in place.
Nobunaga stressed that it is necessary to fully consider the traffic pressure caused by the superimposed rainy weather during the return peak, focus on key points such as highways, national and provincial trunk roads, along railways, bridges, tunnels, waterways, and urban rail transit, and increase the investigation of hidden dangers. It is necessary to further strengthen the safety inspection and maintenance of scenic spots and tourist facilities, especially at the entrances of scenic spots, narrow or staircase sections, large-scale amusement facilities, etc., special personnel must be arranged to be on duty to ensure the safety and reliability of key equipment and facilities and prevent "sick operation". It is necessary to thoroughly investigate and rectify the potential safety hazards in shopping malls, markets, hotels, homestays, catering and entertainment and other places where people gather, and resolutely put an end to illegal use of fire and electricity. It is necessary to strengthen the monitoring, forecasting and early warning of extreme severe weather, implement the early warning "call and response" mechanism that goes directly to the grassroots level, and effectively prevent and respond to the occurrence of various disasters. It is necessary to insist on drawing inferences from one example, make overall plans for safety precautions in mining, fire protection, hazardous chemicals, construction, gas and other industries, and make every effort to protect the people and social tranquility. All localities and departments should strictly implement the requirements of "the party and the government have the same responsibility, one post has two responsibilities, joint management, and accountability for dereliction of duty" and "three management and three musts", strengthen on-duty duty, early warning and handling, think of the worst, work hard for the best, and better shoulder the political responsibility of promoting the development of one side and keeping the peace of the other.
