2023 is a key year for the in-depth implementation of a new round of Huitian Action Plan, and the Huitian area will take the "double list" of projects and check-in service items as the starting point, and thoroughly implement the "Five Promotions and One Deepening" project, so as to effectively promote the implementation of the Huitian Action Plan, and the annual plan and tasks have been successfully concluded.

Construct a path for urban service improvement, and promote the transformation from "regional comprehensive weaving" to "precise service improvement";

Integrate all kinds of resources along Huilongguan East Street and Taipingzhuang Middle 2nd Street in series to tap the potential of development vitality. Accelerate the construction of the third phase of the Life Park and expand the development space of the Life Science Innovation Corridor. Enhance public service capacity

Optimize the allocation of regional educational resources, and put into use five primary and secondary schools and kindergartens, including the second phase of Changping School of the High School Affiliated to the National People's Congress.

Improve the capacity of medical and health services, and complete the construction of the second phase of Jishuitan Hospital and the second phase of Tsinghua Changgung Hospital. Harmonious Home and Dongxiaokou Community Health Service Center were put into use to achieve full coverage of "six streets and one town".

Expand the high-quality supply of public cultural services, give full play to the supporting role of regional nodes such as the Huilongguan Sports and Cultural Center, and enrich the supply of high-quality cultural services.

Vigorously improve the new quality of public sports services, start the construction of a national fitness center in the future Science City, and weave a number of convenient and accessible block-level venues such as public sports facilities in Longguan Community according to local conditions.

Optimize the guarantee supply of old-age care and childcare services for the elderly and the disabled, pilot the promotion of family renovation projects for the elderly and door-to-door services, and start the construction of second-class elderly care facilities. Put into use Huilongguan Community Childcare Center and other inclusive childcare service projects.

Improve the efficiency of transportation and municipal infrastructure

We will build an efficient and convenient regional transportation road network, make every effort to promote the construction of a backbone road network of "one horizontal and one vertical" and "five links and five smooth", and complete the construction of Beiqing Road and Dingsi Road. 6 secondary trunk roads, such as Erpazihengyi Road, will be put into use to promote the opening of key breakpoints such as urban trunk roads and Beijing-Tibet Expressway.

Stimulate the intrinsic development potential of rail transit, accelerate the construction of Metro Line 13, and the construction of micro-centers such as Huoying comprehensive transportation hub.

Improve the level of green travel services, speed up the construction of the first and last stations of Zhuxinzhuang, the second phase of the slow traffic system and the eastward expansion of the bicycle road, and start the preliminary procedures for the first and last stations of the Middle East Road.

Take multiple measures to alleviate the contradiction between parking supply and demand, and promote the construction of a number of parking lots such as the west area of Qisheng Home and the west side of Yuxin Garden.

Improve municipal security and disaster prevention and mitigation capabilities, complete the power project on the east side of the building materials city, put into use the sewage trunk line of the future science city, reclaimed water in the life science park and other projects, and build 6 fire stations such as Dongxiaokou.

Improve the quality of human settlements

The city construction model will be put into use in Huilongguan and Tiantongyuan Ecological Leisure Parks, and the construction of the third phase of Aobei Forest Park will be accelerated.

Promote the special rectification of order in depth, consolidate the achievements of the creation of basically non-illegal construction areas, and carry out the special rectification of "Huitian Order" on a regular basis.

Promote the renewal of blocks with high quality, take the lead in piloting the construction of community embedded service facilities, and put into use the boiler room in the west area of Longze Yuan to renovate the Longze Neighborhood Center project.

Enhance the vitality of industrial integration and development

Leading the upgrading of consumption, promoting the linkage and upgrading of business districts such as Longze, Longde, and Longyu, creating a vertical and multi-horizontal "fishbone" commercial block, and accelerating the construction of commercial landmarks such as Poly Daduhui.

Promote the integration of industry and city, innovate and incubate new industries such as biomedicine and digital economy, as well as life service formats such as culture, sports and entertainment, and strive to build an entrepreneurial ecological community integrating employment and housing.

Regional linkage development, open up Zhuxinzhuang West Road and other dead-end roads, optimize and adjust inter-regional bus routes and station settings. Ensure the implementation of major projects such as the second phase of Xiaomi and promote nearby employment.

Deepen the party building to lead the grassroots governance model, strengthen active governance, handle cases before litigation, and steadily improve the comprehensive ranking of the annual "three rates" of each street and town.

Improve the departmental check-in service mechanism, continue to deepen the "active check-in" and "need-to-arrive" working mechanism, and implement 97 check-in service items.

Encourage and guide multi-party participation in grassroots governance, deepen the construction of demonstration zones for the innovation and development of social organizations, and normalize the promotion of the "Aim to Return to Heaven" action.

The "Work Plan" proposes that in 2024, we will continue to promote the "double list" of key projects and check-in services.

In terms of hardware project construction

It covers 105 projects in the fields of education, transportation, health and elderly care, culture, sports and greening, municipal infrastructure, social management, urban renewal and other fields. Promote the completion and commissioning of the second phase of Jishuitan Hospital, Beiqing Road and other projects, continue to promote projects such as Line 13 and Tsinghua University Affiliated Tiantongyuan Campus, start construction of projects such as Erpaozi elderly care facilities, and promote the early stage of projects such as Longzeyuan Small Fire Station.

It is planned to add 5,370 new degrees, about 400 inclusive nursery places, more than 5,000 parking spaces, and about 584 acres of park green space.
