1. Fully understand the importance of the criteria for judging major accidents
The central leading comrades have repeatedly made it clear that it is necessary to carry out accurate investigation and rectification, clarify the criteria for judging major accidents, and earnestly improve the quality of investigation and rectification. Through in-depth analysis of major production safety accidents, the relevant member units of the State Council Safety Committee have sorted out and summarized the key factors such as "unsafe behaviors of people", "unsafe state of things" and "safety management defects" that are easy to lead to mass deaths and injuries, and formulated and revised the judgment standards or key inspection items for major accidents in 51 industries and fields, which are used to better guide production and business operation units to carry out self-inspection and self-improvement of major accident hazards, and guide relevant departments to carry out supervision, inspection and supervision and law enforcement, providing strong support for the prevention and containment of major accidents.
