How to deal with old cars more cost-effective?

After more than ten years

The car trade-in program is once again on the ground

Are you ready?

On April 12, 14 departments, including the Ministry of Commerce and the State Administration for Market Regulation, jointly issued the "Action Plan for Promoting the Trade-in of Consumer Goods" (hereinafter referred to as the "Action Plan"). It is reported that this is the implementation of last month's State Council on the issuance of the "Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in" notice deployment, the organization of nationwide car promotion and upgrading.

so

This new policy will have an impact on the consumer market

What is the positive impact?

Effectively restore and expand automobile consumer demand

Unleash the potential of automobile consumption

Trade-ins are not the first to be released in the automotive market. As early as 2009, the General Office of the State Council issued a notice on the "Implementation Plan for Promoting the Expansion of Domestic Demand and Encouraging the Trade-in of Automobile and Household Appliances". Soon after, the "Detailed Rules for the Implementation of Automobile Trade-in" was officially implemented, and the policy made detailed provisions on the scope and standards of subsidies, and the application for vehicle scrapping subsidy funds. It is worth mentioning that with the help of this policy, the mainland auto market surpassed the United States for the first time in production and sales that year, becoming the world's largest new car market.

Facts have proved that the "old for new" policy of automobiles has a very obvious pulling effect. Data shows that in the last round of "trade-in", the consumption of new cars was nearly 50 billion yuan. In 2009 and 2010, China's auto sales increased by 46% and 32.4% year-on-year, respectively, far exceeding the overall average growth.

After years of development

The domestic auto market environment has quietly changed

In this context

What are the specific requirements of the Action Plan?

The "Action Plan" proposes that by increasing policy guidance and support, we will strive to accelerate the elimination of passenger cars with emission standards of China III and below by 2025, increase the recycling volume of scrapped vehicles by 50% compared with last year, and increase the transaction volume of second-hand cars by 45% by 2027 compared with last year.

At the same time, to promote the replacement of automobiles for "energy", focusing on new cars, second-hand cars, scrapped cars, aftermarket and other links, the recovery and expansion of automobile consumption in a prominent position, increase policy support, smooth circulation plugging points, strengthen reform and innovation guidance, is conducive to stimulating the potential of automobile consumption, further unblocking the domestic cycle, and consolidating and enhancing the economic recovery trend.

According to the statistics of the National Passenger Car Market Information Association, the net increase in scrapped cars last year was 7.56 million, and the overall growth of scrapped vehicles was relatively fast. It is predicted that the net increase in scrapped vehicles next year may reach 11.3 million. In terms of new cars, 24.56 million cars were newly registered in mainland China last year, and by 2027, this number will reach more than 28 million.

On April 13, Cui Dongshu, secretary general of the passenger association, said in an interview with reporters: "The trade-in policy has seized the new trend of scrapping in the market, which will greatly enhance the growth of the automobile consumer market. The Action Plan clearly increases fiscal and financial policy support, which means that consumers will be given subsidy support for scrapping old cars and choosing to replace them with new ones. It is expected that nearly 10 million scrapped cars will be scrapped this year, and some owners will replace new cars, which will have a more obvious pulling effect on new car consumption. ”

A recent survey by the Bank of China Research Institute found that under different circumstances, the current round of "trade-in" policy is expected to stimulate the demand for new automobiles and home appliances estimated at about 210.9 billion to 629.3 billion yuan. If the current round of "trade-in" policy for consumer goods is combined with preferential policies such as new energy vehicles and new home appliances going to the countryside, it is expected to release greater consumption potential.

The Action Plan supports new energy used vehicles

Construction of power battery testing and valuation platform

Dredging the circulation congestion of new energy vehicles

At present, the number of new energy vehicles in mainland China has maintained a rapid growth rate for many years. However, new energy used cars have been in the early stages of development for a long time. The quality of the power battery of new energy vehicles also objectively affects the performance of the value retention rate of new energy second-hand vehicles. However, the reporter learned that there is a lack of scientific testing system for new energy second-hand car power batteries in the market, which makes the information of new energy second-hand car power batteries opaque.

According to data from the China Automobile Dealers Association, Tesla's second-hand car retention rate has been leading the new energy vehicle market due to its brand awareness and high vehicle ownership. But even so, the value retention rate of Tesla models is still less than half of them, and it is foreseeable that the value retention rate of a large number of new energy vehicles in the market is generally lower.

Too low a value retention rate will inevitably affect the long-term development of the new energy vehicle market. In response to this situation, the "Action Plan" proposes to improve the operation quality and efficiency of the independent third-party second-hand car information query platform, support the construction of the new energy second-hand car power battery testing and valuation platform, and guide the second-hand car dealership enterprises to provide and display the vehicle status table, clearly indicating the basic information, important configuration, price and other contents of the vehicle.

The reporter learned that the China Automotive Center has established a new energy second-hand car power battery evaluation platform, which can conduct a fast, accurate and comprehensive evaluation of the power battery, improve the value retention rate of new energy vehicles, and provide strong support for facilitating the circulation and trading of second-hand cars and further promoting the trade-in of automobiles.

Cui Dongshu said that he would support the construction of a testing and valuation platform for power batteries for new energy second-hand vehicles, and improve the recycling of metals such as lithium, cobalt, and nickel. With the accelerated development of new energy vehicles, the number of new energy vehicles has grown rapidly, and the scrapping and renewal of old new energy vehicles has also become a real problem. By achieving more effective scrapping and renewal of new energy vehicles, the development of vehicles from transportation to mobile leisure space can be realized, the use of automobiles can be expanded, and the speed of automobile renewal can be accelerated.

Enrich the attributes of automobile consumption

Expand the automotive aftermarket

The reporter learned

Promote the innovation and development of automobile circulation and consumption

It is also the key task of this car trade-in

The "Action Plan" proposes to carry out pilot reforms of urban automobile circulation and consumption, support qualified localities to take the lead in the first trial, strengthen innovation leadership and experience promotion, and accelerate the construction of a unified, efficient, green and circular automobile circulation and consumption market. At the same time, encourage all localities to introduce support policies to improve infrastructure such as charging (changing) electricity, parking, and smart transportation.

The reporter noted that the "Action Plan" also proposed to support the standardized development of related industries such as car modification, car rental, automobile events, RV camping, traditional classic cars, etc., to create a number of influential and dynamic automotive aftermarket projects, and to promote the transformation of cars from transportation to living space.

In recent years, the scale of the mainland automotive aftermarket has been expanding, and new formats and models have been emerging, which have played an important role in promoting industrial chain cooperation, cultural communication, and technological progress. In October last year, the State Administration for Market Regulation, the General Administration of Sports and other nine departments jointly issued the "Guiding Opinions on Promoting the High-quality Development of the Automobile Aftermarket", focusing on the overall deployment and arrangement of key links related to the automotive aftermarket, such as maintenance, accessories, events, camps, culture, and finance.

Wang Du, vice president of the China Automobile Dealers Association, told reporters that the automotive aftermarket not only has second-hand cars, after-sales service and other content, but also contains huge consumption potential. If more people can realize the unique charm of automobile culture, it can not only stimulate regional economic development and consumption potential, but also meet the diversified needs of consumers and enhance the role of the automotive aftermarket in driving the industry and economic development.
