In order to create a joyful, festive and peaceful festival atmosphere, give full play to the diversified functions of sports events to promote the economic development of the county and promote the construction of spiritual civilization, mobilize and guide the masses to actively participate in a variety of sports and fitness activities, and continuously expand the comprehensive effect of sports events, it was decided to hold the 2024 "Sports New Year, Healthy New Year" basketball game in Pu'an County.
1. Date and place of the competition
Time: February 20-24, 2024 (opening ceremony plan will be notified separately)
Location: Pu'an County Sports and Leisure Square - Basketball Court

3. How to participate
(1) Men's group of organs: All government units, relevant departments, and townships (streets) directly under the county must form teams to participate in the competition.
1. Participating athletes must be registered in Pu'an or affiliated government agencies, townships (streets) in Pu'an, on-the-job, and in-service personnel (meet two of the conditions, and provide three months' salary flow stamped with the official seal of the unit);
2. The rotation personnel participate in the competition in the rotation unit;
3. You can form a team alone or in a group.
(2) Women's group: At least 6 teams will start the competition, and if it is insufficient, the competition will be cancelled.

1. Participants must be at least 18 years old (born before February 1, 2006);
2. All enterprises, individual industrial and commercial households, social organizations and basketball enthusiasts inside and outside the county can form teams to participate in the competition.
IV. Entry Requirements
(1) Each participating team is limited to 14 people. Among them: 1 team leader, 1 head coach, 12 athletes;
(2) All athletes who register for the competition must submit a physical examination and health certificate from a hospital at or above the county level. Each team must provide a copy of the participant's second-generation ID card, registration form, letter of commitment and purchase of personal accident insurance for the team to compete.
(3) Players are prohibited from wearing any jewelry (such as necklaces, rings, earrings, hairpins and other accessories) during the game;
(4) Each participating team must require uniform clothing, one set of dark and shallow clothing for the competition;
(5) Each game should wear front (home team) shallow back (away team) deep match uniform. If the color of the match costume is the same, the team wearing the wrong costume will be responsible for changing the match uniform, but the match time shall not be delayed;
(6) The name and number of the athlete must be consistent with the registration form (photo), and the number of clothes and pants must be the same, otherwise they will not participate in the competition;
(7) After the list of applicants for all participating athletes is confirmed, it cannot be changed in the middle of the process, and if there is any change, the team's qualification will be cancelled;
(8) A team member can only participate in one team, if he participates in two or more teams, the results of all teams to which the team member belongs will be cancelled;
(9) The qualifications of all participating athletes will be reviewed by the organizing committee of the event, and only those who pass the review can participate.
(10) The opening (closing) ceremony of the competition (sign-in system is implemented), and the team leaders, coaches and athletes must be present, and those who cannot participate in special circumstances must be approved by the organizing committee of the event.
5. Competition methods
(1) The game adopts the latest "Basketball Competition Rules" approved by the Chinese Basketball Association;
(2) The specific schedule is formulated according to the number of registered teams in each group;
(3) In case of force majeure, the competition needs to be postponed or rescheduled, subject to the notice of the organizing committee.

(3) Audience interaction at the game site: shooting, rewarding small gifts.
7. Racing style and discipline
(1) All participating teams should respect their opponents, referees and spectators in line with the principle of "friendship first, competition second". During the game, only one team leader or coach can direct the game within the specified range, and the athlete cannot command the game, otherwise the referee will give a warning for the first time, and the coach will be punished for a technical foul for the second time;
(2) Before each competition, all athletes must go to the recording table to pass the referee's review before they can participate;
(3) If the coach or team leader is unable to be present for command, the coach himself may inform the chief referee or deputy chief referee 30 minutes before the game, and entrust another person to perform the coaching rights of the corresponding game for him;
(4) During the game, only the coach or team leader can request a time-out (except for short timeouts);
(5) If each team violates the competition discipline in the competition, the organizing committee will impose corresponding punishments:
1. During the competition, if there is an insult to the referee, spectators and staff, or a fight (disobedience to the staff's persuasion), the team will be disqualified from participating in the competition and will be criticized, and if the circumstances are serious, it will be transferred to the judicial authorities for handling according to law;
2. Those who interrupt the game for more than 5 minutes without following the referee's requirements will be deemed to have waived the game;
3. Those who do not obey the arrangement of the organizing committee to participate in the make-up competition or reschedule will be deemed to have waived;
4. If one team abstains from the match, the other team wins (score 0:20);
5. In all competitions, if it is found that a team changes or adds athletes in the middle of the competition, the results of all competitions will be cancelled once it is verified;
6. During the game, athletes and team members shout "three seconds, walking, foul, etc.", and the first time there is a language and incitement against the referee, a warning will be given, and in serious cases, a technical foul or expulsion can be directly awarded;
7. During the competition, if an athlete is punished for a technical foul or a penalty for playing, etc., and the athlete is dissatisfied and has the language and behavior that contradicts the referee, the team's performance in the game will be cancelled and the team will be judged to lose at 0:20;
8. Athletes or coaches (including team leaders) who accumulate 3 technical fouls or 2 unsportsmanlike fouls during the game will be automatically suspended for 1 game (the suspension game is not allowed to be seated in the team seat);
9. During the game, if the participating team members have any objection to the referee's penalty, they can discuss with the referee during the pause or rest time, and it is not allowed to make a lot of noise and interfere with the game during the game, otherwise a technical foul will be awarded, and serious cases can be directly driven out of the field;
(6) All injuries and accidents that occur during the non-competition period shall be borne by the participating teams and have nothing to do with the organizing committee;
(7) During the competition, all advertising and other investment rights around the competition venue belong to the Pu'an County Bureau of Culture, Sports, Radio, Television and Tourism, and no unit or individual shall infringe upon them. If there is a need to place billboards, hang banners and make relevant publicity around the competition venue, it must be approved by the Pu'an County Bureau of Culture, Sports, Radio, Television and Tourism.
8. Registration method
(1) Information submission and registration
1. When registering, you must submit the voluntary participation exemption agreement, basketball game registration form, information form (both paper and electronic documents should be submitted), a copy of the ID card of each team leader, coach and athlete, participation insurance, and a one-inch recent standard photo;
2. Each participating team must complete the team and athlete registration on the "My Olympic Basketball" APP, and athletes who have not registered before the start of the game cannot play.

3. Venue: Conference Room on the fourth floor of Pu'an County Bureau of Culture, Sports, Radio, Television and Tourism;
4. Referee training: the specific time and place will be notified separately;
5. All teams must attend the meeting on time, and cannot be late or absent, and the meeting implements a sign-in system.
(5) Team leaders, coaches, and athletes register online

9. Funding
(1) The dispatching unit shall be responsible for the clothing, accommodation, transportation, physical examination, insurance and other expenses of each participating team;
(2) The referee labor fee, competition bonus, stage construction (including audio equipment), equipment, advertising and other expenses shall be borne by the title sponsor, and the county Wenbi Basketball Association shall be solely responsible for the management and use of funds.
10. Referees, referees and arbitrators of arbitration competitions shall be selected by the co-organizers.
11. Matters not covered herein will be notified separately.
