It is an important part of the construction of the laboratory system in Sichuan and Chongqing provinces and cities, and is the reserve force for striving for national laboratories and national key laboratories. In February 2023, the "Implementation Opinions of the Sichuan Provincial People's Government and the Chongqing Municipal People's Government on Promoting the Construction of Key Laboratories Co-built in Sichuan and Chongqing" was officially promulgated, clearly proposing to promote the construction of a number of key laboratories jointly built in Sichuan and Chongqing that reflect the national mission, have strong industrial support, gather high-end talents, and have flexible operating mechanisms.

After repeated consultations and soliciting opinions, in November of the same year, the Chongqing Municipal Science and Technology Bureau and the Sichuan Provincial Department of Science and Technology jointly issued the "Administrative Measures for the Construction and Operation of the Sichuan-Chongqing Key Laboratory" (hereinafter referred to as the "Measures").
"To promote the deepening and practical cooperation of Sichuan and Chongqing science and technology, building a platform is the key starting point. The relevant person in charge of the Chongqing Municipal Science and Technology Bureau said that only by gathering the advantageous scientific and technological resources of Sichuan and Chongqing to build a key laboratory, jointly applying for national projects, introducing and cultivating talents, and carrying out organized scientific research, can we truly go from co-construction to integration, and better play the role of "1+1>2", and help Chengdu-Chongqing to build a science and technology innovation center with national influence and occupy a place in the national innovation map.
According to the "Measures", the key laboratory jointly built by Sichuan and Chongqing is based on the principle of "mature one, demonstration one, and construction one", led by one unit in each province and city of Sichuan and Chongqing, and established by at least one provincial and ministerial key laboratory, and selectively supports the joint construction of key laboratories of two provinces and cities with similar research directions, linkage of all links of the innovation chain or upstream and downstream of the industrial chain.

"The three laboratories identified this time involve the fields of precision medicine, artificial intelligence, and innovative drugs. According to the person in charge, the three laboratory teams have strong scientific research strength in the country and even in the world, and the leading units of Sichuan and Chongqing have a foundation for cooperation, long-term joint research and joint training of talents, which has laid a good foundation for the construction of Sichuan and Chongqing key laboratories.

Not only that, the reporter noted that the key laboratory of Sichuan and Chongqing co-construction is different from the past co-construction of scientific research platforms, and implements the "double director" responsibility system under the leadership of the council, and the leading units of the two provinces and cities each recommend a laboratory director, who is nominated by the council and approved by the management departments of the two provinces and cities. This is more conducive to the unified layout, overall planning, and joint implementation of Sichuan and Chongqing, and the integrated promotion of high-level laboratory construction, so as to truly become a "family" from a close relationship, and further enhance the ability of scientific and technological collaborative innovation.
It is understood that after the establishment of the Sichuan-Chongqing Key Laboratory, it will be guided by industrial application, carry out applied basic research and cutting-edge technology research in their respective fields and research directions, actively strive for and undertake national key scientific and technological tasks, organize and implement a number of collaborative innovation scientific research projects, and explore the effective path of achievement transformation and formation of industry.

The relevant person in charge of the Chongqing Municipal Science and Technology Bureau said that in addition, the management departments of the two provinces and cities will give a more open policy on the operation and management mechanism of the laboratory, and encourage the laboratory to carry out bold explorations around intellectual property management, personnel incentives, and achievement transformation. ”
