Promote the party's organizational coverage and work coverage of the property industry, property enterprises, and owners' committees, and form a grassroots governance model of "party building + property".

Establish municipal and district property industry party committees, clarify work objectives, organizational settings, job functions, institutional mechanisms, and strengthen the guidance of property service enterprises (projects) party organizations at the same level. The party organizations of the neighborhood and town communities guide and promote the establishment of owners' meetings in eligible property management communities in their jurisdictions, standardize the re-election of owners' committees, and strictly control the qualifications of candidates for members of owners' committees. Guide and support the party members among the owners to become the owners' representatives and members of the owners' committee through legal procedures, so that the proportion of party members among the owners' representatives and members of the owners' committee is not less than 50%. Make full use of the results of credit evaluations, recommend property service enterprises with strong party building, good reputation, and excellent service to neighborhood and community party organizations, and enter existing communities to undertake property services in accordance with legal procedures. To create a "red property", we must continue to adapt to the new needs of community residents, highlight the effect of characteristic services, and give full play to the advantages of resident communities, close to residents, good reputation, and rapid response, and actively expand service projects such as housekeeping, elderly care, and disability assistance, so as to provide residents with customized and personalized services to meet the new needs of residents' diversified and multi-level life. Cooperate with relevant functional departments to actively do a good job in relevant service guarantee work in carrying out urban physical examination, urban renewal and transformation, complete community construction, community stability maintenance, etc., and contribute to accelerating the construction of a modern socialist metropolis.
