At about 4:09 a.m. on March 19, 2024, a fire broke out in a resident's home in a residential community in Wuhan. After receiving the alarm, the Wuhan Fire and Rescue Command Center quickly mobilized 9 fire trucks and 50 firefighters from Erqi Road and Baibuting Fire and Rescue Station to rush to the scene for disposal.
When firefighters arrived at the scene, they found that the fire was on the 9th floor of an 11-story residential building with a frame structure, and the fire was burning violently.
After understanding the situation at the scene, firefighters quickly entered the building and evacuated other residents in the building from house to house.
At the same time, another group of firefighters reached the ninth floor and entered the fire room and set up two water cannons to extinguish the fire. It was not until 4:43 p.m. that night that the fire was successfully extinguished, and the accident burned an area of about 30 square meters.
After on-site inspection, investigation and inquiry, it was determined that the cause of the fire was a fire caused by the battery charging of the electric bicycle.
It was found that before the incident, the tenant Xiao Moumou took the battery of the electric bicycle home to charge it without authorization, and the battery failed due to long-term charging without power failure, causing a fire. Xiao Moumou's behavior constituted a fire caused by negligence, and in accordance with the provisions of Article 64, Paragraph 2 of the Fire Protection Law of the People's Republic of China, the public security organs gave Xiao Moumou an administrative punishment of 10 days of detention in accordance with law.
It is understood that the entrance door and staircase of the community where the incident occurred have posted warning reminders that electric bicycles are strictly prohibited from entering the house to park and charge, and some charging piles have also been built in the community, but Xiao Moumou is still lucky, ignoring the laws and regulations, and taking the battery of the electric bicycle home to charge without authorization, which eventually caused a fire.

After the incident, firefighters came to the fire area again to inspect and conduct a water pressure test on the indoor fire hydrant on the 9th floor of the burning building. Subsequently, firefighters randomly inspected two other residential buildings, conducted a water pressure test on the indoor fire hydrant on the top floor of the 11th floor, and also found that the indoor fire hydrant was free of water, and saw an inspection record sheet on a fire hydrant, which showed that the property company's last inspection was in January 2024, and marked that the water gun, hose, and bolt door were not missing or damaged, and the inspection record sheet did not show no water.
The fire water in the fire hydrant is the "water of life" when the fire occurs, in case of fire danger, the fire hydrant is one of the important facilities for fire fighting and disaster relief, and its particularity determines that the fire hydrant must be kept intact and effective at all times. However, some residential properties ignore the daily maintenance and maintenance of fire hydrants, resulting in no water in the indoor fire hydrants in the corridor when the fire danger occurs, delaying the fire fighting and rescue time.
Later, the interrogation records and on-site photos and other evidence confirmed that the property company's behavior violated the provisions of Article 16, Paragraph 1, Paragraph 2 of the Fire Protection Law of the People's Republic of China. On March 22, in accordance with the provisions of Article 60, Paragraph 1, Item 1 of the Fire Protection Law of the People's Republic of China, the fire department imposed a fine of RMB 10,000 yuan on the property management company in accordance with the law.
The fire accident exposed that the property company was at fault for insufficient safety awareness and improper management. After the incident, the fire department interviewed the property company, reported the problems and hidden dangers in the community, and asked the property company to speed up the rectification of fire hazards, and actively carry out publicity, education and training.
