In order to cultivate a team of high-quality professional primary and secondary school teachers with noble morals, superb professional skills, reasonable structure and vitality, and lead and support the high-quality development of basic education in Hunan in the new era, the "Implementation Plan for Strengthening Teachers in Basic Education in the New Era of Hunan Province" (hereinafter referred to as the "Plan") was recently issued.

The plan points out that by 2025, Hunan will adapt to the requirements of high-quality development of basic education, optimize and upgrade the teacher education system, and form a number of replicable and generalizable experience in the construction and reform of primary and secondary school teachers;

By 2035, in order to meet the requirements of education modernization and a strong province in education, an open, coordinated and linked teacher education system will be built, and an integrated teacher talent cultivation model of recruitment, training, employment and development will be formed. The system and mechanism of the teacher management system are scientific and efficient, and the governance system and governance ability of the teacher team have been basically modernized, and it has become a common practice in the whole society to respect teachers and attach importance to education.

Practice the spirit of educators and continue to implement the "Hibiscus Plan" teaching master project

The plan stated that Hunan will vigorously promote and practice the spirit of educators, and lead and promote the construction of teachers with the spirit of educators. Every three years, a special grade teacher selection will be carried out, and outstanding rural teachers who have taught in rural schools for more than 20 years will be given priority to be included in the commendation project of "Outstanding Teachers and Outstanding Educators in Hunan Province". Determine September every year as the "Teacher Ethics and Teacher Style Education Month" in the province's education system, focus on the construction of about 20 provincial-level teacher ethics and teacher style education practice bases, and select and recommend a number of typical cases of regional and school teacher ethics construction.

In addition, we should further strengthen the construction of high-level normal colleges, support the establishment of teacher education colleges in high-level comprehensive universities, promote the integration of teacher training, teaching and research, audio-visual education, and scientific research at the provincial, municipal, and county levels, and build an open, collaborative, and linkage teacher education system with normal colleges as the main body, high-level comprehensive universities as the participating, teacher development and teaching and research institutions as the link, and high-quality primary and secondary schools as practice bases.

For the cultivation of educator-type teachers, Hunan will continue to implement the "Furong Plan" teaching teacher project, vigorously implement the training plan for famous teachers and principals of basic education in the new era, select and train 100 provincial-level famous teachers and principals every three years, drive the training of 1,000 outstanding teachers and principals, and train 10,000 young backbone teachers and principals in listed counties on a rolling basis, promote the improvement of the integrated training system of selection, training, management and use at all levels, and cultivate a large number of educator-type teachers and principals.

In addition, the "Plan" requires strict control of the entry of teachers, standardizes the employment of teachers, and incorporates ideological, political, and moral requirements into the employment contracts of teachers. Carry out pilot actions to boost the construction of the teacher team with artificial intelligence, and promote the deep integration of new technologies such as artificial intelligence and big data with the construction and management of the teacher team.

Strengthen the targeted training of rural teachers at public expense, and promote the optimal allocation of teacher resources at the county level

The "Plan" emphasizes that we will continue to implement the "Excellent Teacher Program" for 40 poverty-alleviated counties to meet the needs of 15 key counties for rural revitalization. Optimize the enrollment structure, guide the expansion of the training scale of teachers and male teachers in urgently needed subjects such as high school teachers, labor education in the compulsory education stage, science education, and mental health education, gradually adjust the enrollment scale at the starting point of junior high school graduation, and strengthen the training of primary school teachers in all subjects and teachers with "one specialty and multiple abilities".

At the same time, Hunan will do a good job in teacher education as the first responsibility of normal colleges, improve the construction and evaluation mechanism of normal colleges, arrange regular funding for college students after the conversion coefficient of normal professional disciplines rises by a certain proportion, and provide comprehensive inclined support in discipline construction, teaching and research reform, talent planning, resource allocation, etc. Fully implement the requirement that the education practice of normal students should be not less than one semester in total, fully implement the "dual tutor system" for the education practice of normal students, and encourage senior teachers and special teachers in primary and secondary schools and kindergartens to serve as tutors in the practice of teacher education.

For teacher training funds, cities and counties shall arrange teacher training funds according to not less than 1.5% of the total salary of local teachers, and schools shall arrange teacher training funds according to 5% of the total annual public fund budget, and coordinate the "national training" and "provincial training" projects and funds, focus on the reform concepts, requirements and teaching methods of basic education curriculum, and carry out backbone teacher training in a hierarchical and classified manner. Relying on the Hunan smart education platform, strengthen the construction of high-quality teacher training resources and online teaching and research studios, accelerate the formation of a new normal of online and offline teacher research and training, comprehensively improve teachers' digital literacy and ability, and vigorously promote the digital transformation of teacher development.

According to the plan, Hunan will further promote the optimal allocation of teacher resources at the county level. Optimize the management mechanism of "county management and school employment" for teachers in compulsory education schools, based on the school district, within the group, and between urban and rural areas, scientifically and orderly promote the exchange and rotation of principals, the balanced allocation of backbone teachers, and the rotation of ordinary teachers as needed, focusing on guiding the flow of outstanding teachers and principals in urban areas to rural schools and weak schools. Increase the allocation of full-time ideological and political teachers in primary and secondary schools and supplement and share with schools in shortage of subject teachers, and adopt a variety of ways and methods such as job transfer training, silver-age lectures, integrated management of school districts, group schooling, school alliances, paired assistance, and teachers in township central schools, so as to effectively solve the problems of structural and phased shortage of teachers in different regions, schools, school sections, and disciplines.

Not only that, the "plan" also further stipulates the allocation of primary and secondary school staff. Hunan will implement the dynamic adjustment of the number of primary and secondary school teachers and staff according to the changes in the school-age population, the adjustment of school layout, and the population flow in urban and rural areas. For small-scale rural schools with less than 100 students, teachers and staff may be assigned according to the ratio of teachers to class according to the actual situation, so as to ensure that the curriculum prescribed by the state is fully opened. It also strengthens the main responsibility of county-level governments, improves the long-term linkage mechanism for primary and secondary school teachers' salaries, and ensures that the average salary income level of compulsory education teachers is not lower than the average salary income level of local civil servants.
