Why? The so-called normal is because in many schools this has become a default rule, students should focus on learning, race against time, bear hardships and stand hard work, even if it is ten minutes between classes, they must be quiet, even if they do not study, do not disturb others to study. And it is not normal because the 10-minute recess is supposed to give students a 40-minute lesson to get out of the stressful state of studying, relax, get out of the classroom, breathe fresh air, look into the distance, and ensure that their eyesight will not be reduced due to long-term immersion in books.

All in all, 10 minutes between classes should have been a student's right. However, for a long time students seem to have been denied this right. Something like "Students, although the class is over, let's finish this question first", "Take advantage of the end of class, let's preview the content of the next class" and so on. At all levels of school, in fact, it has not completely disappeared. Of course, I'm not saying that there is anything wrong with the teacher's active and responsible attitude or the student's attitude of demanding learning. Just to say that for a student's more than 10 years of learning career, this 10-minute recess is really indispensable? The indispensable 10 minutes between classes and the 10 minutes between classes should be returned to children, especially those in the basic education stage, which is right and wrong.

In addition, there are other problems at the stage of our basic education. For example, various examinations for the purpose of selecting students, sleeping time for students who violate national regulations, arranging students' work and rest, arbitrarily adjusting the addition and deletion of courses, and so on. In fact, after the implementation of the double reduction policy in 2021, some of these problems have indeed been curbed, but many problems are still difficult to completely resolve, so many of the above problems will appear in the basic education stage, and it is also in this situation that the Ministry of Education has taken action again.

In April 2024, the Ministry of Education issued the "Notice on Carrying out the Action of the "Year of Standardized Management" of Basic Education, deciding to carry out basic education in primary and secondary schools and kindergartens across the country in a planned and step-by-step manner.

At the same time, it also lists 12 negative lists of standardized management of basic education, and directly draws the red line that basic education institutions cannot touch with 12 strict prohibitions, which involves the social focus on the ten-minute belonging between classes, campus bullying, governance with big bullying, overweight learning tasks, and the spread of bad and illegal ideas in schools. And continue to do so for a long time.

This action will also be officially launched at the end of May 2024, and will go through four stages, including comprehensive self-examination and rectification, cross-regional cross-research, and summary and evaluation, until the results are achieved. It can be seen that the Ministry of Education has made great efforts this time and is determined to rectify all kinds of undesirable phenomena in the basic education stage, and even seriously threaten the physical and mental health of students.

The problems existing in the basic education stage are not only the involution of the students' parents' schools, but also involve the reform of the education system. Recently, some bullying on campus has been bullying the small, and even illegal behaviors have been appearing, such as the bullying of Xinxiang students who have caused heated discussions. These behaviors seriously affect the physical and mental health of students, and some even threaten the lives of students. The crux of the matter is that they are only primary school students, and if something happens, it will have a very bad impact. However, this kind of behavior is often relatively secretive, which makes it difficult for teachers and schools as the main body of teaching to pay attention, and some factors such as the lack of family education are also objectively connived at the growth of this phenomenon. Therefore, the Ministry of Education has drawn a red line for this kind of behavior with the word "strictly prohibited", and it is also a clear no-to undesirable phenomena such as campus bullying.

Third, it is conducive to promoting the all-round development of students. It is also urgent to ensure the relative comprehensiveness of students' development from the basic education stage, to change the previous single theory of only scores and only to go on to higher education, and from the perspective of the demand for talents in modern society, this is also an urgent matter.

In the 12 negative lists for standardized management, Articles 5 to 10 are all related to standardizing the teaching methods and content of basic education, and promoting the all-round development of students. Article 9 clearly mentions that it is strictly forbidden to violate the provisions of the national curriculum plan, arbitrarily adjust the addition or deletion of courses, and crowd out the time of moral education, physical education, aesthetic education, labor education, and comprehensive practice. At the same time, Article 5 also draws the bottom line for some schools to conduct pressure at all levels and set up promotion indicators, and it is strictly forbidden to use the promotion rate or test results to evaluate and rank schools, issue promotion indicators, and rank teachers, reward and punish, which is not only to reduce pressure on students, but also to reduce pressure on teachers. The ultimate goal of all this is to reverse the long-standing theory of fractionalism in the education sector, so that our talents can have diversified abilities, healthy attitudes, good moral character, strong physique, and correct three views.

Fourth, in line with the needs of the double reduction policy, it will further curb the disorderly expansion of extracurricular training in the field of basic education.

One of the double reduction policies is to reduce the pressure of off-campus training for students. Article 6 of the Prohibition mentions that it is strictly forbidden to conduct compulsory education, where schools organize all kinds of examinations for the purpose of selecting students or use all kinds of competition certificates, social training results, examination certificates, etc. as the basis for enrollment. You must know that these so-called various examinations or social training results and examination certificates for the purpose of selecting students are actually the back door left for off-campus training to expand the market to primary and secondary school students. Because these things are generally rare in schools. Only off-campus training can be obtained, and the double reduction policy in the compulsory education stage has made clear restrictions on these off-campus training. But they still can't stand it, and they may change into a vest and reappear to cater to these so-called needs for further education and enrollment qualifications.
