This is the original intention of the state to set up the dibao.
However, the current Dibao has become a tool for some village cadres to take bribes and accumulate wealth. Whoever gives more money and gives more gifts will do it to whomever they have, and if they have no relationship or connections, they can only keep giving gifts, but they can't eat Dibao. It is an indisputable fact that some of the people in rural areas who eat subsistence allowances are rich people who have houses, cars and savings. But there are also those who are really poor and exist only to cope with the inspection of their superiors. If superiors come to check, they are pulled out and answer questions according to the lines explained in advance. When facing inquiries from their superiors, they must unify their caliber, and problems such as personal favor protection, relationship protection, wrong guarantee, missing insurance, and fraudulent insurance have emerged one after another, which makes people very angry.
The chaos of the dibao has already involved all rural grassroots units, and those who should not be guaranteed are not guaranteed, but those who should not be insured are holding the dibao, and the people are complaining. What is the significance of Dibao? It must attract high-level attention and must be thoroughly rectified.
The state attaches great importance to the issue of rural areas, and investment in rural areas is increasing year by year, but the poor people have not really benefited from it. A lot of subsidies, many ordinary people have not even heard of, the policy is good. However, at the grassroots level, they were stolen, misappropriated, and embezzled by village cadres. Many places are spending money to buy dibao, five guarantees, and poor households. When they actually get the dibao funds, they will be deducted several hundred yuan by village cadres, and they will say that this is to pay for the expenses of entertaining guests and giving gifts. And those who really receive the dibao are also willing to accept it, anyway, it is all state money, and they can still earn some.
Therefore, I suggest that the state stop issuing subsistence allowances, stop the third type of subsidy, and distribute the money saved to the elderly over 60 years old so that they can support themselves. As long as you reach the age of 60, no matter who you are, you can enjoy the same treatment, and the card will be credited directly to your account. In this way, the mentality of gluttony and laziness can be eliminated, and at the same time, the road of corruption and bribery of village cadres can be cut off.
