Pan Hannian was born in 1906 in Yixing, Jiangsu Province, and his parents married Xu Yuwen at the age of 18.
On March 12, 1925, Mr. Zhongshan died in Beiping, and various places mourned and commemorated. Pan Hannian, who was studying at the Chinese Studies Seminar founded by Tang Wenzhi in Wuxi, met Bogu, who was planning the memorial meeting, and Mao volunteered to participate in the preparatory work.
Through contact, the 18-year-old Bogu found that the 19-year-old Pan Hannian was steady, agile and decisive, and wrote fast and good, so he put him in charge of propaganda and security. At the end of March, Bogu returned to Moscow to study, and Pan Hannian went to Shanghai.
In September 1930, Bogu returned to Shanghai as a propaganda officer of the All-China Federation of Trade Unions and the editor of the Labor Daily, working with Pan Hannian, Wang Jiaxiang, Shen Zemin, Li Lisan and others.
At this time, Pan Hannian was already one of the organizers and leaders of Shanghai's progressive cultural circle.
In January 1931, He Mengxiong, Lin Yunan, and Li Qiushi were betrayed by traitors and died on February 7. At Bogu's recommendation, Pan Hannian left the propaganda system and joined Teco. In April, Gu Shunzhang was arrested for mutiny, and in June, Xiang Zhongfa was arrested for mutiny, and Zhou Gong, Chen Yun, Chen Geng, Li Kenong, Qian Zhuangfei, Hu Di, and others were exposed, and had to leave Shanghai and retreat to the Soviet zone.

Pan Hannian sent people to keep an eye on him day and night, and quickly figured out Wang Bin's round-trip route and the law of activities. One day at noon, a rickshaw passed through the bustling Longmen Road, and suddenly, a young man rushed out of the alley, jumped to the back of the rickshaw and shot, and before the surroundings could react, the young man was gone. Pan Hannian succeeded in assassination and won the opening.
On February 16, 1932, Shanghai "Times", "News Daily" and other newspapers published a notice that "Wu Hao and 243 other people left the party", which caused an uproar during the low tide of the revolution, and "Wu Hao" was the pseudonym of Zhou Gong.
Under the situation at that time, domestic newspapers did not dare to publish a clarification notice, so Pan Hannian found Huang Mulan, a member of the special branch, and used her lawyer friend Chen Zhigao to find a foreign lawyer, Ba He, and published a "Zhou Shaoshan Emergency Notice" in the most prominent position of the "Declaration", Zhou Shaoshan was another pen name of Zhou Gong, which was a powerful rebuttal of the party.

In May 1933, Ding Ling and Pan Zinian were arrested, Pan Zinian, editor-in-chief of The Truth, was Pan Hannian's cousin, Ding Ling and Pan Hannian also had contact, in order to prevent accidents, the organization decided to transfer Pan Hannian to the Soviet District. In mid-June, Pan Hannian arrived in Ruijin, and Bogu recommended him to be the propaganda minister of the Soviet District, and his predecessor was the political commissar of Yang of the Red Third Army.
In September 1933, Wang Ming left for Moscow to take over the post of head of the Chinese delegation that had been vacant since Qu Qiubai left office, and before leaving, Bogu and Wang Ming agreed that Pan Hannian would be the only designated liaison.
In early February 1935, after the Zunyi Conference, the Red Army rested in Huafang Village, Weixin Paddy Field, Yunnan, at the junction of Yunnan and Guichuan, and Bogu and Zhou Zhi talked about Pan Hannian and demanded that Zhang Wentian's succession to Bogu be remembered in his mind, and that he report to Moscow separately from Chen Yun, no matter who arrived first, the report was mainly Pan Hannian.
On February 10, after crossing the Chishui River for the second time, Pan Hannian disguised himself as a trader and went south through Yunnan and Hong Kong Island to Shanghai. In June, after crossing the Jinsha River, Chen Yun passed through Sichuan to Chongqing, and with the help of Liu Bocheng's younger brother Liu Shuyu, took a boat to Shanghai.
In August, after the confluence, Chen Yun and Pan Hannian, under the arrangement of Song Qingling, successively boarded a Soviet cargo ship and sailed out of Wusongkou as escorts to Vladivostok, and then took a train through Siberia to Moscow.

Disguised as a Mongolian merchant, Zhang Hao passed through the Mongolian and Maowusu Otok Banners, arrived in Dingbian, northern Shaanxi on November 7, and arrived at Wayao Fort on November 9.

In January 1936, on the eve of returning to China, Nanjing sent a representative, Deng Wenyi, to Moscow to negotiate cooperation against Japan, with the purpose of seeking Soviet support. Wang Ming consulted with Chen Yun and decided that Pan Hannian would negotiate.
After three negotiations, Pan and Deng decided to have a deep talk with Chen Guofu in Nanjing in July. On August 1, Pan Hannian arrived in Xi'an by train with a special pass, and arrived in northern Shaanxi on the 7th.
On the 10th, Zhang Wentian convened a meeting, and Bogu also came from Wayao Fort to attend the meeting. When the meeting was adjourned, the chairman said to Zhou Gong: Pan Hannian did not know the weight, such an important secret code was kept in his head for nine months, but he first went to the peace talks, let us wait here for the delay of major events, such a person can not be trusted -- this is Pan Hannian's first crisis of trust.

On September 24, 1936, Pan Hannian, as a representative of Yan'an, left northern Shaanxi for Nanjing to negotiate again. Subsequently, he traveled to Nanjing and northern Shaanxi with Zhou Gong and others, and made contributions to the peaceful settlement of the "Xi'an Incident" and cooperation in resisting Japan.
In 1938, Wang Jingwei defected to the enemy and established Wang Puppet. Shanghai Beach became a battlefield for major forces to compete underground, and in September 1939, Pan Hannian came to Shanghai again to preside over strategic intelligence work under the pseudonym "Hu Yueming".
Pan Hannian established united front ties with Song Qingling and Shen Junru, and established relations with Li Shiqun, the great demon leader of Wang Pseudo "No. 76" through Guan Lu. With the help of the "five-faced spy" Yuan Shu, he met Yuan Shu's Japanese classmate Eiichi Iwai, gave Iwai Eiichi "important intelligence" many times, established a cooperative relationship, and Pan Hannian took the opportunity to install his own people at several intelligence stations in Japan.

But Li Shiqun went to Suzhou, Hu Junhe accompanied Pan Hannian to Li Shiqun's home in Suzhou, and Li Shiqun went to Nanjing. That night, the contact person Hu Junhe arranged for Pan Hannian to stay in the hotel. The next morning, Li Shiqun came to take him to see Wang, and Pan Hannian found himself trapped in a trap, but did not pull down his face, or met with Wang. Soon, the Chongqing newspaper published the news of Xiao Shu'an's secret meeting with Wang, which made Yan'an very passive.

After the victory of the Anti-Japanese War in 1945, 29-year-old Dong Hui and 41-year-old Pan Hannian held a make-up wedding at the Tung family on Hong Kong Island.
Their wedding had already taken place in 1940, with Tung Wai Sang on Hong Kong Island and his father, Tung Chung Wai, the president of the Hong Kong Island Chamber of Commerce and the chairman of Dow Hang Bank. This capitalist lady often gave out her family's money to support her husband's career.
In 1949, after the founding of New China, Pan Hannian served as the executive vice mayor of Shanghai, and with the approval of the organization, he and Yang Fan, the director of the Public Security Bureau, used a large number of former central and military commanders, such as Hu Junhe, known as 3,000.
On the evening of March 15, 1955, Pan Hannian took a train north to attend the National Congress of Delegates, and Chen Yi, head of the Shanghai delegation, including Ke Qingshi and Chen Pixian, attended by more than 300 people. One of the materials of the conference was Rao Shushi's shielding of Hu Junhe and other Central Unification agents, and in September 1954 Hu Junhe had been arrested and Yang Fan was isolated for review in December.

The next day, Chen Yi personally went to Zhongnanhai to report to the chairman and forwarded Pan Hannian's materials, and the chairman's thunderous anger immediately instructed: This person cannot be trusted from now on. On April 3, a trolley took Pan Hannian to Gongdelin Prison.
Li Kenong was very shocked to learn of this, and was instructed by the prime minister to write 7 counter-evidences, but they were not adopted.

At this time, many people came forward to persuade Dong Hui to break off relations with Pan Hannian, but she preferred to go to prison together. In February 1963, Pan Hannian was sentenced to 15 years, Dong Hui was released, her mother, with the approval of the relevant authorities, sent someone to pick up Dong Hui to go to Hong Kong Island to recuperate or settle down, Dong Hui told the visitors: Never let Old Pan suffer alone, dead or alive together.
On April 14, 1977, Pan Hannian died at the age of 71, and the name of the tombstone was "Xiao Shu'an".
In 1980, with the efforts of Chen Yun, Liao Chengzhi, Liu Xiao, Luo Qingchang and others, Pan Hannian was rehabilitated. However, the controversy left by a generation of "spy kings" Pan Hannian due to the two "ignorance of the seriousness" is far from being settled.
