In the program, Bian Cheng said that the core of the policy is "the implementation of the national new energy vehicle promotion and application financial subsidy policy", not the new energy vehicle subsidy policy introduced by the provincial government. After January 1, 2017, those who purchase new energy vehicles in Qingdao do not have local vehicle purchase subsidies, and do not need consumers to apply for it.

Bian Cheng also introduced that since Qingdao launched the chemical special action in 2017, it has established the Dongjiakou Chemical Industrial Park and the Pingdu Xinhe Chemical Industrial Park, and has been selected into the list of the second batch of chemical parks in Shandong Province. At present, 500 chemical enterprises outside the park have been closed and withdrawn, and the rate of chemical enterprises entering the park has increased from 3.6% in 2017 to 25% at present.

Bian Cheng, director of the Qingdao Municipal Bureau of Industry and Information Technology: We are working with relevant departments to introduce relevant policies to reward and compensate enterprises for chemical investment projects that relocate into provincial chemical parks to achieve transformation and upgrading, according to the proportion of no more than 10% of the investment in equipment (chemical plants and facilities), and encourage enterprises to relocate to the park. In the next step, we will continue to increase policy publicity and encourage more chemical companies to enter the park.
