April 25 to May 1, 2022 is the 20th Occupational Disease Prevention and Control Act Awareness Week. In order to conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council on the prevention and control of occupational diseases, thoroughly publicize and implement the Law on the Prevention and Control of Occupational Diseases, further promote employers to implement the main responsibility for the prevention and treatment of occupational diseases, and effectively protect the occupational health rights and interests of the majority of workers, the following notice is hereby issued on the matters related to the publicity week of the 2022 Law on the Prevention and Control of Occupational Diseases:

First, the general requirements

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Session of the Communist Party of China, deeply study and implement the spirit of a series of important expositions and important instructions of General Secretary Xi Jinping on health work, implement the decision-making and deployment of the Party Central Committee and the State Council on the prevention and treatment of occupational diseases, and publicize and implement the Law on the Prevention and Control of Occupational Diseases and the National Occupational Disease Prevention and Control Plan (2021-2025) as the main content, focusing on the Law on the Prevention and Control of Occupational Diseases. On the 20th anniversary of promulgation and implementation, through extensive publicity and education activities, popularize the knowledge of occupational disease prevention and treatment, further promote the implementation of the responsibilities of workers, employers and relevant government departments, create a strong atmosphere of concern for the prevention and treatment of occupational diseases in the whole society, and greet the victory of the 20th National Congress of the Party with practical actions.

3. Activity content

In view of the recent complicated situation of prevention and control of the new crown pneumonia epidemic, this year's publicity week activities adopt the main online activities, the combination of online and offline methods, in principle, do not hold large-scale offline activities, qualified localities and enterprises can combine the requirements of epidemic prevention, appropriately carry out offline publicity activities. All localities should closely integrate with reality and mainly carry out the following publicity week activities.

(1) Carry out theme publicity activities closely around the 20th anniversary of the promulgation and implementation of the Law on the Prevention and Control of Occupational Diseases. All regions should review and summarize the outstanding achievements in occupational health since the promulgation and implementation of the Law on the Prevention and Control of Occupational Diseases in the past 20 years, especially to highlight the spirit of General Secretary Xi Jinping's important instructions on the prevention and treatment of occupational diseases and the protection of the health rights and interests of workers since the Eighteenth National Congress of the Communist Party of China and the major decisions and deployments of the Party Central Committee and the State Council, and vigorously publicize the concern and concern of the Communist Party of China for the occupational health of the vast number of workers. Earnestly enhance the sense of occupational health and happiness of the majority of workers, and greet the victory of the 20th National Congress of the Party with practical actions.

(2) Carry out publicity activities around the implementation of the National Occupational Disease Prevention and Control Plan (2021-2025). Through special lectures, one-picture reading, video explanation, and the issuance of publicity brochures, publicize and interpret the objectives, tasks and requirements of occupational health work in the "14th Five-Year Plan" period and the new situation, effectively implement the five-character strategy of "prevention, governance, management, education and construction", strengthen the four-party responsibility of party committees and governments, departments, employers and individual workers, further enhance the awareness of occupational health in the whole society, and effectively improve the health level of workers.

(3) Carry out publicity activities around the promotion of occupational health protection actions. All localities should organize relevant employers, occupational disease prevention and control institutions and news media, combined with the publicity and promotion of healthy enterprise construction experience and typical cases of occupational health experts, extensively carry out occupational health science popularization activities for key occupational groups, and strive to improve the occupational health literacy of workers. It is necessary to focus on strengthening the prevention and control of the epidemic in enterprises and promoting the key work of occupational health, close to the grass-roots level and close to reality, and carry out online training, expert interviews, online open classes and other activities in a targeted manner, and vigorously promote occupational health protection actions.

(4) Carry out publicity activities around the responsibilities of that department and unit. Departments such as health and health, civil affairs, human resources and social security, medical insurance, trade unions, and relevant central enterprises in all regions should make use of the propaganda position and work advantages of their own systems, give full play to the role of traditional media such as newspapers and magazines, radio and television, and new media such as "two micro and one end" and short video platforms, and widely publicize laws and regulations, standards, and policy measures such as the prevention and control of occupational disease hazards, the diagnosis, appraisal, and treatment and rehabilitation of occupational diseases, the protection of occupational health rights and interests, and the assistance and guarantee of occupational patients. Widely publicize the responsibility of employers for the prevention and treatment of occupational diseases and occupational health management, and strive to lay a solid foundation for the all-round and full-cycle protection of the physical and mental health of occupational groups.

4. Organizational arrangements

(1) Attach great importance to and strengthen organizational leadership. All localities and units should fully understand the important significance of carrying out the publicity week of the "Law on the Prevention and Control of Occupational Diseases", earnestly strengthen organizational leadership, formulate specific activity plans, clarify the responsibilities and tasks of relevant departments and units, conscientiously grasp the organization and implementation, and ensure the smooth development of activities. Central enterprises should play an exemplary and leading role, focus on publicizing the effectiveness of occupational health work since the 20th anniversary of the promulgation and implementation of the Law on the Prevention and Control of Occupational Diseases, and vigorously carry out publicity activities in combination with the characteristics of the industry and the unit.

(2) Actively launch and expand the scope of publicity. All localities and units should actively mobilize workers from all walks of life to participate in propaganda activities. It is necessary to give full play to the role of radio and television, newspapers and magazines, as well as urban outdoor advertisements, city squares, stations, airports, subways, buses, radio and television in factory areas, and industrial landmark languages, vigorously publicize the themes and key contents of activities, and publicize knowledge and effective measures for the prevention and treatment of occupational diseases. When qualified regions and enterprises carry out offline activities, they should implement preventive measures in light of the local epidemic situation to ensure that the activities are carried out safely and orderly.

(3) Summarize in a timely manner and do a good job of information submission. All regions and units should conscientiously sum up the typical experiences and innovative practices of the publicity week activities, submit relevant materials in a timely manner, and the National Health Commission will work with relevant departments to strengthen publicity and reporting on the development of activities in various localities to create a strong atmosphere of public opinion. The summary of regional activities should be submitted to the relevant national authorities before May 10, 2022.
