Tramway News: Today, the Equipment Center of the Ministry of Industry and Information Technology issued the "Notice on Carrying Out online upgrade filing of automotive software", requiring vehicle manufacturers to implement OTA upgrade activities for their OTA upgraded vehicle products with OTA upgrade functions, and should be filed according to the requirements, and only after filing can they be upgraded. Within 5 working days after the completion of the upgrade activity, submit a report on the implementation of the specific upgrade activity.

In addition, the vehicle products with OTA upgrade functions newly declared in the Announcement shall submit the model and function filing and relevant certification materials within 15 working days after the announcement is issued. Products that have been "announced" before the issuance of this notice shall complete the supplementary filing within 60 working days after the filing of the enterprise management capability.

Judging from this notice, the attitude of the Ministry of Industry and Information Technology to strictly control the OTA activities of car companies has been very obvious. Nowadays, the degree of intelligence of automotive products is getting higher and higher, and car companies change car functions more and more frequently through OTA upgrades, although most car companies use OTAs to achieve new features, but some car companies have infringed on the rights and interests of consumers through OTA upgrades.

For example, GAC Aean and WM, after the spontaneous combustion problem of the vehicle, they "locked the electricity" through the OTA upgrade, which not only reduced the power available to the battery, but also limited the output power of the motor, so that the vehicle products could not reach the technical level of the record. After the release of the notice of strict OTA control, under the supervision of the Ministry of Industry and Information Technology, similar behaviors of car companies should be eliminated.

Even OTAs can solve the problem that traditional cars should be solved by recalls. Tesla will recall 127785 Model 3 vehicles in China in the near future due to a potential failure of semiconductor components that could lead to crashes. For the above hidden dangers, Tesla will upgrade the motor control software for vehicles covered by the recall through the vehicle remote upgrade (OTA) technology. Without filing management, car companies can even circumvent recall liabilities through OTAs.

As the regulatory department of vehicle enterprises and products, although the production and sale of vehicle products by car companies will undergo a series of strict tests before production and sales, and need to be reviewed and filed by the Ministry of Industry and Information Technology, for new energy vehicles with a higher degree of electrification, car companies can change a number of parameters of vehicles through OTA upgrades, which is currently in the gray area of supervision. The Ministry of Industry and Information Technology's supervision of the OTA upgrade activities of car companies is also equivalent to patching the loopholes in supervision.
