Chapter I General Provisions

Article 1 In order to standardize the organization and management of all kinds of billiards events nationwide, improve the service level of billiards events, and promote the healthy and orderly development of billiards, the China Billiards Association (hereinafter referred to as the "Central Taiwan Association") has formulated this Guideline (hereinafter referred to as the "Guidelines") in accordance with the Sports Law of the People's Republic of China, the Measures for the Administration of Sports Events (Order No. 25 of the General Administration of Sport of the People's Republic of China), the Measures for the Administration of Events of the Chinese Billiards Association (Trial Implementation) and other relevant documents.

Article 2: "Billiards events" as used in these Guidelines refers to the collective name of all types of billiards events (including mass billiards events, hereinafter referred to as "billiards events") held in accordance with law in China (excluding hong Kong Special Administrative Region, Macao Special Administrative Region, and Taiwan Region).

Billiards tournaments shall adhere to the principle of combining government supervision with industry self-discipline, and implement hierarchical and classified management in accordance with the requirements of "who approves and approves, who is responsible", "who hosts, who is responsible", "who is in charge and who is responsible", strengthen post-match supervision during the game, and combine supervision with service.

Sports departments at all levels shall bear the responsibility for safety supervision of billiards events in their jurisdictional areas, the relevant departments of people's governments at or above the county level shall bear corresponding responsibilities for the safety supervision of billiards events in accordance with their duties, and the management departments of the billiards industry at all levels and billiards associations at all levels shall bear the responsibility for project management for the safety of billiards events, and shall be responsible for the service, guidance and standardization of billiards events in the areas under their jurisdiction.

Article 4 All kinds of billiards events at all levels shall have clear organizers and organizers, and clarify the corresponding rights and obligations through written agreements. The organizer shall abide by national laws and regulations, maintain social order and good customs, implement sports industry norms, ensure the safety of the event, and protect the legitimate rights and interests of participants.

Chapter II: Bidding for the Tournament

Article 5 The application for international billiards events shall be carried out in accordance with the Measures for the Administration of The Chinese Billiards Association.

Applicants for a national billiards tournament sponsored by the Chinese Billiards Association shall participate in the open solicitation of the tournament as required and obtain the qualification for running the tournament through the solicitation procedure.

Applications for regional events across provinces, autonomous regions, and municipalities directly under the Central Government and other regional billiards events at other levels may be carried out with reference to the above-mentioned bidding procedures.

Article 8: Billiards tournaments held by foreign NGOs within the territory of China shall obtain the consent of the sports departments of provincial-level people's governments and report them to the public security organs at the same level for the record.

Chapter 3 Use of Billiards Tournament Names

Article 9 The name of a billiards tournament shall comply with the following provisions:

(1) Consistent with the region where the billiards event is held and the project content is consistent;

(2) Consistent with the industry field and population scope of the organizer's activities;

(3) There is a substantial difference in the name of a billiards tournament held by another person or other organization;

(4) Must not infringe upon the lawful rights and interests of others or other organizations;

(5) Must not contain words that deceive or may cause public misunderstanding;

(6) Must not use words with religious connotations;

(7) Use words containing political, diplomatic and national defense attributes such as "Belt and Road", "BRICS" and "SCO" in accordance with national laws, regulations and policies;

(8) Other provisions of relevant laws, regulations, and rules.

Article 10: International and national billiards tournaments sponsored or undertaken by central and state organs, their public institutions, and national social organizations may use the words "world", "international", "Asia", "China", "national", "national" or "national" or words with similar meanings in their names, and other billiards tournaments must not use the same or similar names.

Chapter IV Organization of the Tournament

Article 11 Division of responsibilities for the organization of the Tournament

To hold a billiards event, the organizer and the organizer shall, as needed, do the following guarantee work and sign a competition agreement:

The organizer shall examine and approve the establishment of the competition organizing committee, provide the competition documents necessary for hosting the competition, formulate the competition regulations, competition schedule, competition arrangement, review the qualifications of the participants, determine the list of participants, select and dispatch the arbitrators and referees required for the competition, guide the organization of the competition, examine and approve the titles of the participating teams, the advertising content of the competition uniforms, and provide the style of medals and awards.

The organizer is responsible for the organization and safety of the event during the whole event, conducts risk assessment, formulates safety work plans and emergency plans, and supervises the implementation of various specific measures; is responsible for epidemic prevention and control, formulates epidemic prevention plans and emergency plans, and supervises the implementation of various specific measures; does a good job in the protection of billiards events, equipped with professional and technical personnel with corresponding qualifications or qualifications; equipped with venues, equipment and facilities that meet relevant standards and requirements; implements medical, sanitary, food, transportation, communication, safety and security, Ecological protection and other related measures, the establishment of working groups, the establishment of corresponding working mechanisms, the identification of responsible persons, the allocation of personnel and the organization of training, drills, to ensure that emergencies can be dealt with in a timely manner.

Article 12 Organization of the Tournament

(i) Preparatory Committee

The organizer of a billiards event shall, from the moment it obtains the right to host the event, establish a preparatory committee, which shall be responsible for daily liaison with the organizer, accept the technical guidance of the organizer, and perform its functions before the establishment of the organizing committee. According to the event holding time, the event related matters (such as venues, equipment, reception hotels, etc.) will be implemented 3 months in advance.

(2) Organizing Committee (hereinafter referred to as "Organizing Committee")

According to the nature and level of the billiards event, no later than 30 days before the event, the organizer shall, on the basis of the preparatory committee, request the organizer to jointly establish an organizing committee to be responsible for all the organization of the event and promote the work of the event.

According to the needs of the work, the organizing committee can generally set up: epidemic prevention and control, competition, venue equipment, safety and security, news publicity, medical and health, logistics reception, market development and other institutions, clarify the division of labor and responsibility of the event, and coordinate and cooperate; the organizing committee can form a volunteer team according to actual needs.

Article 13 Documents related to the competition

It mainly includes: competition regulations and rules, event organization plan, event supplementary notice, order book and result book, etc.

(1) Competition regulations

The competition rules shall be formulated by the organizer according to the purpose, nature, scale, time, venue and other factors of the competition, and the competition requirements and restrictions shall be considered. Competition regulations generally include the following contents: basic information about the event, participation methods, competition methods, expenses, reward methods, arbitration and referees, event discipline and other matters needing attention.

(2) Tournament organization plan

The organizer of the billiards event shall generally formulate and report to the organizer at least 2 months before the game for examination and approval of the epidemic prevention and control plan, the event organization plan, the safety risk prevention and control plan, the emergency treatment plan, etc. The organization plan of the event shall at least include the name, purpose, scale of the event, the work responsibilities and work schedule of each department, the arrangement of opening (closing) curtain, the budget of funds, logistical support measures, and various emergency measures.

Before the competition, the organizer shall take the initiative to submit approval (preparation) to the management and supervision department to which it belongs, seek business guidance, technical support and services, and promptly rectify and put in place those that do not meet the prescribed conditions, standards, rules and safety issues to ensure that the competition is legal, safe and standardized.

(3) Order book and achievement book

The Billiards Tournament Order Book should generally be determined and printed at least 1 week before the game and issued to the participants at the time of registration.

Billiards results can be published (sent) in electronic or paper form after the match.

Article 14 Venue Equipment

Venue equipment preparation includes: venue construction, functional area settings, competition equipment, inspection scoring system, venue referee workbench (record desk), installation and setting of performance bulletin boards, lighting and sound, guidance system, publicity such as monograms and background boards, promotional slogans and bunting flags. The following basic conditions must be met for the competition venue:

(1) There must be enough space, it is recommended that the per capita area is more than 2.5 ㎡ / person, professional lighting equipment for billiards competitions and good ventilation conditions;

(2) The competition venue shall have a clearly marked safety emergency passage and necessary fire fighting facilities;

Article 15: Security risk assessment

(1) The organizer shall complete the safety risk assessment before the competition. The organizing committee of the event set up a safety assessment team to conduct a comprehensive assessment from the aspects of epidemic prevention and control, competition venues, competition equipment, supporting facilities, food and accommodation traffic safety, information security, safety management system and plan, and competition insurance.

(2) The event can only be held after passing the assessment of the safety assessment team.

Article 16 Medical treatment and insurance

(1) The organizer shall fully protect the health of the participants and staff of the event organization.

(2) During the official competition period, the organizer shall be equipped with medical personnel, commonly used drugs, first aid drugs, simple trauma treatment supplies and commonly used drugs at the competition venue to ensure that effective medical services are provided during the competition.

(3) The medical personnel selected by the undertaking unit shall hold a practicing qualification certificate registered in the medical and health system within the validity period, and have independent medical ability and rich experience in on-site emergency treatment.

(4) The organizer shall purchase personal accident insurance for the event staff, volunteers, etc. during the preparation and event, and purchase public liability insurance for the event.

Article 17: Service Guarantees

(1) Accommodation and food

1. In principle, the participants in the event should be located as close as possible to the arena, and at the same time, as far as possible to meet the conditions of safety and health, complete infrastructure, convenient transportation and so on.

2. In principle, the meal should be arranged as a buffet, and the dishes should comply with the provisions of food safety; ensure sufficient meal time to meet the competition needs of the participants; and respect the eating habits of ethnic minorities and religious people according to the registration information.

3. Strengthen food safety guarantees, strictly control food supply and procurement channels, food suppliers should do a good job of safety inspections and keep samples in accordance with relevant regulations.

(2) Transportation

The organizer shall formulate a detailed car use plan to ensure the use of vehicles for competitions, technical officials, equipment, medical treatment and other work, and ensure the orderly scheduling of vehicles for all kinds of personnel to participate in relevant activities during the event.

Article 18 Meetings and ceremonies related to the Competition

(1) Preparatory meeting for the work of the Organizing Committee

The meeting is generally attended by the heads of various departments of the organizing committee and the heads of relevant units. The main content is to report the overall preparation of the event and the progress of the work of various departments, and coordinate and solve relevant problems.

(2) Joint meetings and technical meetings of team leaders and coaches

The meeting is generally attended by the main leaders of the organizing committee, the referee committee, the leaders of each participating team, and the representatives of the coaches during the competition. The main content is to inform the preparation of the event, introduce the relevant requirements of the event and the discipline requirements of the competition. Meeting rooms require a sufficient number of tables and chairs, projectors, background panels (or electronic screens).

(3) Meetings of referees

The meeting is generally attended by the main leaders of the organizing committee and all the referees. The main content is to report the relevant information of the event, the discipline requirements of the Psiphon Race, and the training of referees. Meeting rooms are arranged in the hotel or competition venue according to the specific situation of the organizer, and a sufficient number of tables and chairs are required, and a projector, background board (or electronic screen) is required.

(4) Opening ceremony or opening ceremony

According to the level, scale and needs of the event, it is determined whether to hold the opening ceremony, opening ceremony, etc. If necessary, the ceremony should be simple and orderly, and reflect Chinese elements, local history and cultural characteristics. The organizer shall formulate a ceremony plan before the competition and submit it to the organizer for review and approval for implementation.

(5) Award Ceremony

The organizer shall formulate a corresponding work plan for the award ceremony in accordance with the admission and reward provisions of the competition regulations, and submit it to the organizer for review and approval for implementation.

Article 19 Anti-doping work

The organization of billiards events shall comply with the Measures for the Administration of Anti-Doping and the relevant provisions on anti-doping work promulgated by the General Administration of Sport.

Article 20: Commercial development

The commercial development of billiards events must be carried out in accordance with the agreement. The advertising setting plan shall be reviewed and approved by the organizer, and the setting of the advertisement shall comply with the relevant laws and regulations of the State and the relevant provisions of the State General Administration of Sport on sports advertising activities.

Article 21: News publicity

(1) The organizer shall formulate a work plan for the promotion of the competition, and as far as possible, broadcast the competition on television, network live or rebroadcast, and increase the number of audiences watching the competition.

(2) Actively use traditional and new media to strengthen the publicity of the event before, during and after the game, increase the intensity of reporting on key participating athletes, good results and stories that appear in the competition, and public welfare activities related to the competition, fully display the good image of Chinese sports and billiards projects, and carry forward the Chinese sports spirit.

(3) The relevant activities organized by the organizer, the advertisements and media publicity content released by the organizer must be correct, true and healthy, and must not mislead or deceive the participants and the public.

Article 22: Security work

(1) The organizer shall report the event to the local public security, fire department and other relevant departments at least 30 days before the competition.

(2) The organizer shall strengthen the management of the viewing environment, maintain the order of the competition, prevent the occurrence of fights, crowding and stampedes, and strictly prohibit the appearance of speeches, flags and slogans in the fields of uncivilized and unhealthy, insulting or abusive, undermining national unity, splitting the country, anti-social tendencies, etc., and strictly prohibit the carrying of dangerous goods in and out of the arena.

(3) Where the organizer needs to use relevant information of individuals, legal persons, or other organizations for running the competition, it shall ensure information security, establish an information security management system, and must not use or leak it in violation of the law.

Article 23 Tournament circuit breaker

The organizer shall pay close attention to the progress of the event, make corresponding adjustments in a timely manner when the conditions for running the competition change, and when the conditions for continuing to run the event are not met, the event shall be terminated in a timely manner after the consent of the organizer.

Chapter IV Force Majeure

Article 24 If it is truly necessary to change the time, place, content, scale or cancellation of the event due to natural disasters, epidemic prevention and control, government behavior, social anomalies and other factors, the organizer shall promptly announce it after obtaining the consent of the organizer.

Chapter V Supplementary Provisions

Article 25: In the work of organizing billiards tournaments, it is necessary to resolutely implement the spirit of the eight provisions of the central authorities, pay attention to running games with diligence and thrift, conserve natural resources, and protect the natural environment.

Article 26: The right to interpret these Guidelines belongs to the Chinese Billiards Association.

Article 27: These Guidelines shall be implemented as of March 15, 2022. The original "Guidelines for Organizing Tournaments of the Chinese Billiards Association (Trial)" shall be abolished at the same time.
