Disciplinary guidelines and penalties of the Chinese Billiards Association

Chapter I General Provisions

First entry

In order to ensure the smooth progress of the national billiards competition and related activities, maintain the order of fair competition on the field, and ensure the healthy and orderly development of the billiards industry, the Disciplinary Guidelines and Penalties Of the Chinese Billiards Association (hereinafter referred to as "these Provisions") were formulated in accordance with the Sports Law of the People's Republic of China, the Constitution of the Chinese Billiards Association and the relevant provisions of the State General Administration of Sport.

Article 2: Principles of Punishment

The Discipline Committee of the Chinese Billiards Association follows the principles of independence, openness, impartiality and fairness, combining punishment and education, and deals with and punishes violations of laws and disciplines in accordance with laws and disciplines. Where relevant conduct involves violations of relevant national laws and regulations, transfer them to the relevant departments for handling.

Article 3 Scope of Application

These provisions apply to competitions or related activities related to billiards under the management and guidance of the China Taiwan Association, and also apply to events and related activities hosted, hosted or participated in by groups or individual members of the China Taiwan Association.

Article 4: Applicable Subjects

These Provisions apply to the following organizations and natural persons:

(1) The Association of Taiwan Affairs and members of various organizations and individuals registered with the Association;

(2) Units or individuals registered (filed) with the member units of the Central Taiwan Association;

(c) athletes (or "players");

(4) Coaches and members of coaching teams (including team leaders, etc., collectively referred to as "coaching team members");

(5) Technical officials (event supervisors, arbitrators, technical representatives, referees, technical statisticians, information technology personnel, etc.) (some articles "referees" also include various types of technical officials);

(6) Staff (including competition officials, sponsors, event organizations, media and other relevant personnel);

(7) Agents engaged in player brokerage;

(8) Organizing committee or organizational unit of the event (including organizers, co-organizers, etc.);

(9) Other units or individuals related to the China Taiwan Association and its events.

Article 5 Definitions and Interpretations

The definitions and interpretations of relevant terms in these Provisions, including noun interpretations, penalty definitions, and relevant interpretations, refer to the relevant provisions issued by the State General Administration of Sport and the China Association for Taiwan Affairs. Where the relevant provisions are not covered, the Disciplinary Committee shall be responsible for interpreting them.

Chapter II: General Provisions

Article 6: Types of Penalties:

Penalties for violations by units or individuals include:

(i) Warnings or severe warnings;

(ii) Notification of criticism;

(iii) Fines;

(4) Restriction of access to the competition venue;

(5) Disqualification, award qualifications, competition results, competition rankings or revocation of awards (award titles, prizes, prizes, etc.);

(vi) Suspension;

(vii) Downgrading or abolishing technical skill levels;

(viii) Restriction of registration qualifications, cancellation of registration or referral qualifications;

(9) Submit to the sports market blacklist in accordance with the relevant provisions of the State;

(10) Pursue legal responsibility and transfer it to the judicial organs for handling.

Article 7: Combined penalties

(1) The penalties in these Provisions may be combined.

(2) When the subject of punishment has multiple identities, if he or she is punished for one of the identities, the other identities shall also be subject to corresponding restrictions.

Article 8: Penalties

(1) The discipline department shall be responsible for punishing all kinds of violations in the course of the operation of the game (including before, during and after the game, including inside and outside the game) in accordance with these Regulations. On the basis of determining the facts, determining the nature, and distinguishing responsibilities, corresponding penalties are to be given in accordance with regulations.

(2) For other conduct not specified in these Provisions, if the discipline department deems that it is a violation of rules or discipline, it has the right to make a punishment.

(3) Violations of laws and disciplines that are not directly related to the competition shall be handled by the Organizing Committee of the Competition in conjunction with relevant departments. Violations of laws or regulations on the administration of social security shall be dealt with in accordance with state regulations.

Article 9: Notification and management of penalties

(1) Penalties must be issued and released in the form of official documents, and internal and technical penalties and other handling are kept in the disciplinary committee and competitions and other relevant departments. Notify the relevant units or individuals in writing, telephone, fax, mail or other forms for confirmation, or confirm with the team leaders and coaches before the game.

(2) The on-the-spot judgments and penalties made by the referees in accordance with the rules and competition regulations and the results produced shall not be within the scope of these Provisions.

Article 10: Lenient punishment

In any of the following circumstances, the subject of punishment may be given a lenient punishment, but not lower than the minimum standard provided:

(1) Proactively and publicly admitting mistakes, and already have a profound understanding and are able to promptly employ remedial measures, but have not produced a negative impact or serious consequences;

(2) Violating discipline and violating the law is under the age of 16;

(3) Other circumstances where a lenient punishment may be given.

Article 11: Heavier punishments

Where the subject of punishment has any of the following circumstances, a heavier punishment shall be given:

(1) There are two or more cumulative violations of discipline;

(2) Where the circumstances are serious, the attitude is bad, and a negative impact is produced, causing serious consequences;

(3) Providing false information, obstructing investigations, or bribing officials and staff;

(3) Betting on balls, playing match-fixing, or manipulating matches;

(5) Where corresponding legal responsibility is pursued.

Chapter III: Penalties

Section 1: General Violations of Discipline

Article 12: Clothing and image violations

In violation of the rules of the competition and the regulations on clothing and image in the competition regulations during the competition, technical officials and athletes are prohibited from tattooing during the competition, and if there is a tattoo, they must be covered.

Article 13 Violations of life in the competition area

Acts that violate the relevant regulations of the China Taiwan Association in the course of life and training in the competition area and cause adverse effects. Including but not limited to: smoking in the arena, conference room and training room or non-smoking area, alcoholism during the game, etc.

Article 14 Damage to competition equipment, advertisements and equipment

During the competition, there was malicious damage to the competition equipment, equipment, venue items and equipment related to the competition function room.

Article 15 Violations of the competition activity process

Failure to complete the official competition procedures in accordance with the relevant regulations or requirements of the China Taiwan Association and the Organizing Committee includes, but is not limited to: public welfare competitions, promotional activities, lottery meetings, opening and closing ceremonies, dinners (cocktail parties), press conferences, etc.

Article 16: Discrimination or violations of inappropriate speech

During the competition, in any form (including but not limited to posting microblogs, WeChat, short videos, or accepting media interviews on the Internet, etc.), in any public place, rumors and rumors, malicious slander against others, discriminatory words and deeds against skin color, race, religion, etc., damage the image of all parties in the competition, violate the core values of socialism, and even violate the major principles and policies of the party and the state.

Article 17 Interference with the Competition

Acts that interfere with the game in the playing field include, but are not limited to: those who disrupt the order of the game, interfere with the work of recorders and referees, and enter the venue without authorization, which interfere with the adverse impact of the game.

Section 2: Conduct contrary to sportsmanship

Violation of sportsmanship refers to non-billiards technical actions that violate the relevant regulations in the game, all kinds of dangerous actions, causing adverse effects and social impacts, including but not limited to:

(1) Non-billiards technical actions, such as wrestling, folding clubs, sabotaging the game, maliciously interfering with the opponent's hitting, and other such conduct;

(2) Maliciously causing unnecessary physical contact, or using equipment or other items to attack the bodies of spectators, technical officials, or staff;

(3) Making insulting or threatening gestures or body movements on the field (including but not limited to spitting, verbal insults, making indecent gestures, throwing objects to attack, smashing objects, etc.);

(4) Using provocations, accusations, or other improper words and deeds to provoke incidents, causing conflicts or causing a bad impact at the scene of the game.

Article 18: Gambling, match-fixing, and acts of violence

(1) Gambling, match-fixing, and other acts of manipulating the game or improperly profiting during the game.

(2) During the competition or during the competition, there are violent acts such as punching, pushing, hitting, kicking or other violent acts against technical officials, their own party or the opposing athletes, staff or spectators with their hands or with any part of their bodies, and participate in fights, brawls or group fights.

Section 3: Participating players (teams) violate discipline and punish

Article 19 Withdrawal before the competition

If the athlete (team) abandons the active registration for the event due to his or her own reasons, the application is made within the scope permitted by the competition regulations, and with the consent of the organizer, it may be withdrawn as before the competition. In addition to the factor of majeure, those who withdraw from the competition without reason without the consent of the organizer will be punished according to the seriousness of the situation.

Article 20 Delay of the Competition

In addition to the factors majeure, if the participating athletes (teams) fail to participate in the competition at the prescribed time, or if the participating athletes (teams) cannot start the competition on time due to the reasons of the participating athletes (teams), or the participating athletes (teams) interrupt the competition, although they do not form a strike (determined by the on-site referee) but cause adverse effects, they are deemed to be delayed in the competition and will be punished according to the circumstances.

Article 21 Non-compliant participation

Participating athletes (teams) who fail to participate in the competition in accordance with the relevant provisions of the China Taiwan Association and the Competition Regulations, and only with the permission of the organizer to participate in the competition, will be punished accordingly according to the circumstances.

Article 22 Strike

If the athlete (team) interrupts the game or refuses to participate in the game for some reason, the on-site referee informs the athlete (team) that the game should start immediately, and the athlete (team) still voluntarily abandons the game, and upon confirmation by the technical official, it shall be treated as a strike.

After the disciplinary department investigates and confirms that it is a strike, the athletes (teams) who strike and the team leaders and coaches who bear the main responsibility will be punished accordingly according to the circumstances.

Article 23 Negative Matches

Violations of billiards rules and relevant sportsmanship and fighting spirit in the relevant management regulations of the Central Taiwan Association, and the performance on the field are obviously inconsistent with the strength of the athletes (teams), and are determined to be negative games after investigation by the discipline department. Athletes (teams) in negative competitions shall be punished accordingly depending on the circumstances.

Article 24 False Matches (Gambling Balls, Match-Fixing)

Units and individuals who, after investigation by the disciplinary department, determine that they organize or participate in gambling (including but not limited to training rooms, playing venues, etc.) or manipulate the game during the game shall be given heavier punishments in accordance with the types of penalties in Article 6, up to the time of suspension.

Article 25 Automatic suspension

In a competition sponsored by the China Taiwan Association, an athlete who is disqualified from the competition will automatically be disqualified from the next competition if the disciplinary department does not notify the additional penalty.

Article 26 Enforcement of the Ban

Any suspension in the same event will be enforced immediately from the next match or on the date the penalty notice is announced. Athletes, coaches, technical officers and staff members who are in the ban period are not allowed to enter the competition venue.

Section 4: Doping Control

Article 27 Control of Stimulants

Doping control and related handling and punishment shall be strictly handled in accordance with the relevant provisions of the State General Administration of Sport and relevant international organizations, and the penalties of Article 6 shall be applied at the same time.

Section 5: Other Violations

Article 28 Billiards brokers violate the law

Athlete agents who violate relevant regulations shall be dealt with with reference to the athletes' violations of discipline and shall be punished in accordance with the penalties in Article 6.

Article 29 Registration Violations and Penalties

If the registered unit or individual falsely reports information, the registration information provided is inconsistent, untrue, incomplete or inaccurate. Once verified, penalties will be imposed with reference to the relevant provisions of these Provisions, and penalties will be imposed in accordance with the relevant provisions of the Measures for the Administration of Members of the Chinese Billiards Association and the Measures for the Management of membership fees of the Chinese Billiards Association (for Trial Implementation).

Article 30 Violations of training and certification

In the certification, training, promotion, and other examinations and examinations held by the China Taiwan Association and its member units, violations of discipline and violations of discipline such as examination room discipline, impersonation, and fraud will be punished according to the circumstances.

Chapter IV Supplementary Provisions

Article 31 Fines and Payment

All penalties shall take effect from the date of publication of the penalty decision. The fine shall be paid by the violator to the account or department designated by the China Taiwan Association within 10 days from the effective date of the penalty, and the penalty will be aggravated according to the circumstances.

Article 32: Penalties and Appeals

After the Disciplinary Committee of the China Taiwan Association makes a decision on handling the matter, the punished person has the right to file a complaint with the Arbitration Commission of the China Association in accordance with the relevant provisions of the China Association. The enforcement of penalties is not affected during the appeal period.

Article 33: Acts not listed

For violations or violations of discipline not specified in these Regulations, including all kinds of violations or violations of discipline by various types of personnel before, during or after the game, on or off the field, the disciplinary department has the right to refer to these Regulations to give penalties.

Article 34 These Provisions shall take effect on the date of promulgation, and the right of interpretation shall be vested in the China Association for Taiwan Affairs.
