Reducing the burden on raising children

On March 5, the government work report pointed out that it is necessary to improve the supporting measures of the three-child birth policy, include the cost of infant and child care for children under 3 years old in the special additional deduction of personal income tax, develop inclusive childcare services, and reduce the burden of family parenting.

Zhang Junting, member of the National Committee of the Chinese People's Political Consultative Conference and chief physician of the Department of Neurosurgery of Beijing Tiantan Hospital, suggested that various localities should introduce relevant policies according to local conditions to reduce the cost of childbirth, advocate that the third child go to kindergarten for free, and encourage some large enterprises and units to provide free childcare services.

Jin Li, member of the National Committee of the Chinese People's Political Consultative Conference and acting vice president of southern university of science and technology, suggested that the individual tax threshold be greatly increased for families with more than three children, and that from the third child onwards, each person should be provided with a monthly birth subsidy until the child reaches adulthood.

Eliminate gender discrimination in women's employment

After the introduction of a series of policies to encourage fertility from the state to the locality, many netizens have discussed that to increase the fertility rate, it is necessary to first protect the relevant rights and interests of women in the workplace and eliminate gender discrimination in employment, otherwise it is "curing the symptoms but not the root causes".

Cui Yu, member of the National Committee of the Chinese People's Political Consultative Conference and former vice chairman of the All-China Women's Federation, proposed to clarify the legal definition and legal responsibility of gender discrimination in employment, increase law enforcement, punish gender discrimination in employment according to law, and protect the legitimate rights and interests of women in employment.

Huang Xihua, a deputy to the National People's Congress and director of the Propaganda Department of Huizhou City, Guangdong Province, pointed out that it is proposed that the cost of extending maternity leave should be borne by the state. If the cost of extending maternity leave is borne by the enterprise, then the enterprise will try not to recruit female employees in order to save human resource costs. Therefore, the State Treasury should bear the cost of extending maternity leave and eliminating gender discrimination in the job market.

Xie Wenmin, a member of the National Committee of the Chinese People's Political Consultative Conference and director of The Hubei Shouyi Law Firm, suggested that men should be forced to accompany women on maternity leave for one month, so that male compatriots can share the obligation to raise children. Some netizens expressed their approval that if you want to increase the fertility rate, you must reduce women's concerns about childbirth in child support, career development and other aspects.
