Cai Esheng was born in 1951, was 70 years old when he fell, and retired for 8 years.

Born in 1965, Meng Xiang has long worked in the court system.

Meng Xiang has been working in the Beijing municipal court system since 1985, and in 2013 he was promoted to vice president of the Beijing Municipal High Court, and three years later he was appointed director of the SPC Executive Bureau. In 2019, Meng Xiang served as a member of the Adjudication Committee and director of the Executive Bureau of the Supreme People's Court until his dismissal in July last year.

The meeting pointed out that Meng Xiang has been working in the people's courts for a long time and should have taken the lead in abiding by discipline and law, but he betrayed his original mission and lost his ideals and convictions, and is a typical "two-faced person" who is disloyal to the party and dishonest. Meng Xiang's serious violations of discipline and law have seriously damaged the image of the people's courts, seriously damaged judicial authority and judicial credibility, and caused serious harm to the people's judicial cause.

The meeting also called for resolutely eradicating the poisonous influence of Meng Xiang, thoroughly analyzing the typical degeneration trajectory and the root causes of the degeneration of Meng Xiang and other court systems, deepening warning education, persisting in using cases to clarify discipline, using cases to explain the law, and using cases to promote reform, so as to effectively prevent microaggressions and sound alarm bells forever.
