On the afternoon of February 9, Lei Tao, vice mayor of the municipal government and secretary of the Xuzhou District Party Committee, presided over the first meeting of the 2022 major construction project leading group and the 2022 key work promotion meeting of Xuzhou District of Yibin City, studied and deployed the major project work in 2022, and planned the annual goals, work priorities and characteristic highlights of economic and social development. Qu Jin, deputy secretary of the district party committee and mayor of the district, Liu Chang, director of the standing committee of the district people's congress, Zhong Jianhua, chairman of the district CPPCC committee, Chen Bin, director of the management committee of the Yibin High-tech Zone, and Wu Shaobin, deputy secretary of the district party committee, attended the meeting.
The first meeting of the leading group for major construction projects in 2022 deliberated the promotion mechanism of key projects and the documents of the leading group of major projects, and determined the list of major projects in 2022.
At the 2022 key work promotion meeting, the leaders of the districts in charge reported on the annual goals, work priorities, characteristic highlights and specific measures of "opening the door" of each section in 2022. After listening to the report, Lei Tao commented on the work of each section and put forward work requirements. On the implementation of the annual goals, work priorities, characteristic highlights and "opening the door" of major projects and economic and social development in 2022, Lei Tao stressed:
First, we must seize the opportunity and boost confidence in implementation. Xuzhou District is facing the superposition of multiple major policy opportunities of the state, provinces and municipalities, the municipal party committee and the municipal government have high hopes for the development of Xuzhou, and all departments at all levels should seize the opportunity, actively strive for and dock with the upper level, and work together to contribute to the development of Xuzhou.
Second, it is necessary to strengthen leadership and consolidate guarantees and grasp implementation. It is necessary to strengthen organizational leadership, and the leaders of the districts under their jurisdiction should take the lead in grasping implementation, take the initiative to grasp implementation, and play a leading role in the rate; they should increase the intensity of service and take the initiative to serve enterprises; and they should strengthen the guarantee of elements to provide strong support for promoting project construction.
Third, we must improve services and optimize the environment to implement. It is necessary to create a convenient and efficient government environment, a market environment of fair competition, and a legal environment for handling affairs according to law.
Fourth, it is necessary to consolidate responsibilities and improve work style and grasp implementation. The activities of "changing work style, grasping implementation, and improving efficiency" of the cadre contingent should be continuously carried out. Leading cadres at all levels must take the initiative to take action, go deep into the frontline of the grass-roots units, and persist in seeking truth and being pragmatic.
Fifth, it is necessary to increase rewards and punishments and strictly supervise the implementation of examinations. Reward and reuse those with outstanding work achievements, report and criticize those who lag behind in the advancement of work, and seriously pursue responsibility and accountability for those who perform their duties ineffectively and seriously affect the progress of work.
Qu Jin commented on the work objectives, priorities, feature highlights and opening red work of each section in 2022, and put forward work requirements:
First, in terms of investment promotion. It is necessary to make preparations for the landing and settlement of information technology industry enterprises and lay a solid foundation for the development of the tertiary industry in Xuzhou District; the cashing of relevant funds in the park can explore the injection of capital into the enterprises in the park through state-owned platform companies to promote the good development of enterprises; the leaders of the district should pay attention to the development of enterprises at any time and timely assist in solving the pain points, difficulties and blockages of enterprises.
Second, in terms of education. It is necessary to optimize the educational layout and accelerate the construction of junior and senior high schools in the main urban areas; it is necessary to create high-quality education, do a good job in the "five major competitions", cultivate characteristic schools, and ensure "one school and one characteristic"; it is necessary to enhance the shortcomings of education, focus on promoting the construction of public kindergartens, and plan in advance the allocation of teachers for new degrees.
Third, the medical aspect. It is necessary to improve the industrial chain of traditional Chinese medicine in Xuzhou by building a hospital, building a base, and supporting a leading enterprise, enhancing core competitiveness, and promoting the rapid development of traditional Chinese medicine in Xuzhou District.
Fourth, the cultural aspect. It is necessary to increase the intensity of the creation of literary and artistic works and the training of professionals, and strive to create similar red literary and artistic works of "Lighthouse in the Mist" in 2022 to welcome the victory of the party's 20th National Congress.
Fifth, in terms of transportation. It is necessary to promote the greening and style improvement around the section from the Nixi Minjiang Special Bridge to Nixichang Town in advance; to accelerate the construction after the two road indicators of S215 and S310 are in place; to speed up the opening of bus lines from Gaojieyuan to the main urban area; and to do a good job in the installation of wave-shaped guardrails on rural roads.
Sixth, urban construction and management. It is necessary to complete the management team of the nationally owned urban construction enterprises, strengthen project management; take multiple measures to improve the overall management ability of the district housing and construction bureau to meet the needs of urban construction and management; introduce and train urban landscaping professionals, and strive to improve the level of urban garden management in our region.
