In 1943, Zhang Jingyue's army was already about 18,000 people, known as 20,000 troops, when the Kuomintang Shandong Provincial Party Department expanded his troops into the 3rd Security Division, and Zhang Jingyue still served as the commander of the division. In 1944, Zhang Jingyue accepted Wang Jingwei's appointment as "Commander of the Third General". In 1945, Yang Guofu, commander of the Bohai Naval Region, decided to lead his troops to attack Zhang Jingyue, and on April 15, Yang Guofu commanded the troops to officially launch the Campaign for Zhang Jingyue, and thereafter, after half a month of fighting, he annihilated most of Zhang Jingyue's troops and basically completed the goal of the first phase. On May 7, Yang Guofu once again gathered his troops and launched the second phase of the Battle of Zhang, destroying Zhang Jingyue's Liu Shoulong regiment and annihilating more than 1,500 enemy troops. These two phases of operations formed the first battle of Zhangzhang.
However, Yang Guofu was not satisfied with this, his goal was to completely annihilate Zhang Jingyue's troops, and on July 30, Yang Guofu gathered more than 10,000 troops directly under the military region, such as regiments and special service battalions, and blockaded and surrounded Zhang Jingyue's department. On August 7, Yang Guofu ordered a general offensive operation, which soon opened a gap in the northwest corner, and the enemy was still stubborn and stubborn. Yang Guofu believed that the enemy could not wait for reinforcements, and would definitely force a breakthrough, because he deliberately stopped the attack and opened a gap, and on August 14, the enemy was really deceived and broke through from the gap, and most of the results were eliminated. Zhang Jingyue saw that there were only remnants of soldiers left around him, and if he held on any longer, the whole army would be destroyed, so he took a group of remnants of soldiers and fled from the Shangjiazhuang area in a hurry. At this point, the second battle of Zhangzhang was a complete success.
After that, Zhang Jingyue received support from the Kuomintang, and the strength of the 3rd Security Division was quickly restored, and soon after he was promoted to deputy commander of the Shandong Security Command. In 1947, Zhang Jingyue led the 3rd Security Division to launch a fierce attack on Shouguang County, and after capturing Shouguang County, Zhang Jingyue connived with soldiers to burn and loot, killing more than a thousand innocent people, and their hands were stained with the blood of ordinary people. In 1948, Zhang Jingyue was transferred to the commander of the Jinan City Defense, and on May 1, the People's Liberation Army launched an attack on Zhang Jingyue's department, crushing the 3rd Security Division in one fell swoop. Zhang Jingyue saw that the general trend had gone, so he fled all the way to Qingdao, and then from Qingdao to Taiwan, and then hung up an idle post, in 1978, Zhang Jingyue died of illness at the age of seventy-four.
