The Japanese army also established a puppet government in jidong, the "Jidong Defense Communist Autonomous Government", since then, it has become a military station base for the Japanese army, continuously "transfusing" blood for the Japanese army, and the six million people in jidong have also begun a life of suffering.

After the "July 7 Incident," as the Japanese army launched an all-out war of aggression against China, the Chinese Communists decided to develop armed forces behind enemy lines in eastern Hebei and establish an anti-Japanese base area in Jirebian. In May 1938, Li Yunchang, Gao Zhiyuan, and Hong Linge held a second meeting, at which the number and structure of the Anti-Japanese Coalition Army in Eastern Hebei were determined, at that time Gao Zhiyuan was elected as the commander-in-chief of the Anti-Japanese Coalition in Eastern Hebei, and Hong Linge and Li Yunchang served as deputy commanders.

The third is to launch a workers' and peasants' movement. At the beginning of 1938, Zhou Wenbin, secretary of the Tangshan Working Committee, organized a strike of 35,000 miners in the Kailuan Coal Mine, engaged in a fierce battle with the enemy, and finally won the strike after more than fifty days. At the same time, rural workers in Laoting and other places also united to oppose the exploitation of the landlord class, and later joined the Self-Defense Association and the Anti-Japanese Salvation Congress. By the eve of the uprising, the membership of the Self-Defense Association in Jidong had reached 17,000.

The Jidong Rebellion was originally scheduled to be held on July 16, 1938, but due to the situation, the uprising had to be held ten days earlier, and the first shot of the uprising was fired in Gangbei Village, LuanXian County, and the Fifth General Brigade of the Anti-Japanese League led by Li Runmin and Gao Peizhi took the lead in the uprising. On July 8, Hong Linge and Yang Shisan led their troops to revolt in Beitou Village, Zunhua, and established the first, second, third, and fourth general teams of the Jidong Anti-Japanese Alliance, and on the ninth day, Gao Zhiyuan joined forces with Chen Yuhuan of the Luan County Lianzhuang Association to launch an uprising and established the sixth general brigade. It is worth mentioning that on July 13, Gao Jingzhi, principal of the Lulong County Simple Normal School, also spontaneously threw himself into the wave of uprising, and he personally came to Lulongcheng and scolded the pseudo county magistrate as a "traitor" and a "traitor".
