People often say that the people who do not forget the well when they draft water are the ones who lead a group of people wholeheartedly to seek happiness for the people, and they dare to reform and innovate their thinking, thus opening up a new road for those who come after them. He is Comrade Zhao Yuanxuan, the leader of the class that the people of Quxia and I will never forget.

In 1963, a small commune was established, the Quxia District Committee and the Quxia District Office were established, Comrade Zhao Yuanxuan was appointed as the head of the Organization Section of the Quxia District Committee, I was then the Minister of People's Armed Forces, in 1966 Comrade Zhao Yuanxuan was appointed deputy secretary of the District Committee, at the end of November 1969, the district committee was abolished, the district office was abolished, and a large commune was established, Comrade Zhao Yuanxuan and I and Comrade Yang Yunlong were the chief and deputy leaders of the preparatory group of the Quxia People's Commune, and at the end of December the county party committee appointed: Comrade Zhao Yuanxuan as secretary and director of the Revolutionary Committee, and I as deputy secretary and deputy director of the Revolutionary Committee. Comrade Yang Yunlong was the deputy director of the Revolutionary Committee, and until March 1970, the Party Congress and the People's Congress were held, and the members of the Party Committee and the Revolutionary Committee were elected. All 22 brigades have been formed and entered the track of normal operation.
In his position, as the leader of the party, Zhao Yuanxuan is a veritable servant of the people, he is like a bright lamp, the warmth of the Communist Party sent to the hearts of the grass-roots people, he is a real widow, think of what the people think, anxious about the people's anxieties, at the end of 1970, the snow closed the door for more than ten days, he had to rely on a pair of feet, against the cold wind, walked through the kneeless snow, walked through the 22 brigades of the whole commune, visiting the poor and asking questions and sending people to the main theme of his work at that time. When he learned that the lack of clothes and the lack of quilts was the biggest problem, he resolutely decided to let some of the waste cotton that he had bought from the agricultural processing factory (later the daily necessities factory) to Jingjiang at that time, and even the quilts sent by people overnight or sent to him were so excited that they cried with excitement, and thanked the secretary and the Communist Party one after another.

Zhao Yuanxuan not only cared about the people's woes, but also devoted himself to the development of production, bold reform and practice, and he put all his thoughts on developing industrial and agricultural production and improving the production and life of the masses. In the past five years, he has traveled all over Quxia's villages and villages, visited thousands of people, found a breakthrough in his work, and organized elite soldiers and strong generals to explore ways and methods to solve the problem. During his five-year term of office, he built water conservancy, dug four new trenches in the north and south, leveled thousands of acres of land, and organized commune cadres and enterprise and public institution managers to go to the junction of barren fields and grass ponds and eight weis, to level the high stacks, fill in the waste ditches and waste ponds, and go all the way to Qiangjiawei, adding more than 100 mu of land and establishing a collective farm of the people's commune. The industrial development is also very rapid, the first to be set up is the grain and oil processing plant, to serve the people (the predecessor of the current Susan Zero Flour Factory), the plastic products factory of the former district office was changed to a plastic hardware factory (the predecessor of the current Jinfeng brand compressor parts factory and metal craft factory), a mold factory, a radio component factory (later a labor insurance factory), and an industrial office was established. These factories recruited and accepted more than 1,000 workers, trained various types of technical personnel, and the industrial output value reached more than 10 million yuan, and the profit was about 1.5 million yuan. At that time, the system set by the commune was to organize the appraisal at the end of the year by the industrial office and implement the distribution of profits. 40% were handed over to the commune, 20% to the industrial office, and 40% to the factory to expand reproduction.
The commune used these funds to build a new hall (the current film theater), with nearly 1,000 seats, usually playing movies, accepting all kinds of drama teams, performing during the Spring Festival and agricultural leisure time, in order to enrich the spiritual, cultural and entertainment life of the people, and arranged some employment personnel. At the same time, the Commune allocated a portion of the funds to improve working conditions and accommodation. Of course, more as a guarantee fund for carrying out work, especially in expanding production and cultivating talents, it has made important contributions.

"His sincerity touched many people present, so a large number of intellectual youths and engineering technicians who went to the mountains and the countryside stayed." Secretary Zhao personally asked about their lives, helped them solve problems such as accommodation, and even brought their families thousands of miles away, so that they had no worries and wholeheartedly devoted themselves to their work, which laid a solid foundation for future industrial development.
After fighting with him for several years, we all know him clearly as a person, he works vigorously, cares about the masses, and serves the people, but he has always maintained a clean and honest style in his life. I remember that at that time, agricultural production was based on the production team as the accounting unit, led by the brigade, and two or three times a year were to carry out two or three major inspections of agricultural production, and the branch secretary of the brigade and the cadres in charge of agriculture of the commune combined cycling and walking. The whole commune inspection took at least two days, Secretary Zhao Yuanxuan was not allowed to eat in the brigade, but the cooks in the commune canteen went to the designated place to burn salty and sour porridge, put some taro, potato, radish, etc. Although it was simple, he ate it with a heart, and he often hung on his lips with a sentence: "Eat it with peace of mind!" "For several years, both public and private, he had never eaten in any brigade, and his reputation for incorruptibility spread throughout every village and won the respect of more people.
Comrade Zhao Yuanxuan not only strictly disciplined himself, but also brought this incorruptible style of work to his work. At that time, the commune I welcomed and entertained visitors could not avoid. I clearly remember that in October 1970, Secretary Zhao asked me, how much has been spent on this year's hospitality? I went to Xu Weimin's accountant to verify it, and it had already cost more than 800 yuan. After hearing this, Secretary Zhao instructed me that the annual hospitality fee should not exceed 1,000 yuan. Since then, only three or four people from superiors and friendly people have come to eat, and there are few large tables of banquets, so during his tenure, the hospitality fee was basically controlled at about 1,000 yuan per year. What a rare miracle, but Comrade Hengxuan really did it, he really wanted to save the huge hospitality expenses and strive to do more practical things for people!
Secretary Zhao Hengxuan had a warm heart and gave little thought to his own private affairs. "There are difficulties in finding Secretary Zhao" was a phrase widely circulated in the mouths of the Quxia people at that time. I have personally felt his spring-like care. I remember that my family was transferred from civil to public expense in 1972, and my four children were born before 1967, so the hukou is all agricultural, and there are already three children who have gone to school with us. Once, when I lit up my thoughts at the democratic life meeting of the party committee, I expressed my worries and thoughts. Unexpectedly, Secretary Zhao Hengxuan took it to heart and actually helped me solve the problem of four children's agricultural conversion. Because he was a member of the county party committee and the political commissar Xu of the left-wing unit of the Public Security Bureau was also a member of the county party committee, he reflected my situation to commissar Xu on whether he could solve the hukou problem. Political Commissar Xu immediately sent someone down to investigate and understand, believing that it was in line with the policy of converting agriculture to Africa, and the formalities were completed at that time. Later, when the members of the working group went to Zhao Hengxuan's home to comfort him, they found that his family was simply destitute, the three brothers and mother only had four simple houses, and Zhao Hengxuan's family was crammed into a hut. Zhao Hengxuan's usual clothes are also very simple, all of them are made of native cloth, and many of them are patched. Seeing this, no one could not help but shed tears of bitterness, and the members of the working group decided to help this good secretary who was honest and honest and thought of the people. Director Li Guixiang solved the problem of funds, Minister Li Jian solved the coal, put it in the Quxia kiln yard to burn bricks and tiles, Director Zhou Yaming solved the wood and rafters, and the brigade arranged the labor force, so that in two months, three tile houses and two huts were built, and the Zhao family had a real place to live. At that time, the whole country was singing the praises of Jiao Yulu, the good secretary of the people, and I felt that Comrade Zhao Hengxuan was the "Jiao Yulu" around us, bowing down for the party and the people, and dying after death.
