After investigation, on April 12, 2021, defendant Zhao XX violated the provisions of the game ban area and the no-hunt period by using hunting tools purchased at the market to hunt two wild birds commonly known as "channeling chickens" in the woodland north of Chengjiawobao Village, Beisijiazi Township, Kangping County; on April 14, 2021, defendant Zhao XX was caught by the public security organs on the spot in the process of using hunting clips to beat birds in a group of woodlands in Liujiazi Village, Beisijiazi Township, Kangping County. According to the Shenyang Forest Resources Monitoring Center, it is identified as 2 spotted plovers of the ornithischidae Finches and 7 clips are hunting clips. The spotted plover is a key protected wild animal in Liaoning Province.

The procuratorate held that the defendant Zhao X violated hunting regulations by using prohibited tools to hunt in a hunting area or during the hunting ban period, and the circumstances were serious, and his behavior should be investigated for criminal responsibility for the crime of illegal hunting. Defendant Zhao X admits guilt and accepts punishment and may be given a lenient treatment. In accordance with article 176 of the Criminal Procedure Law of the People's Republic of China, the procuratorate initiated a public prosecution.
